Administrator. MK-Ferguson of Oak Ridge Company, under contract with
the Department of Energy (DOE), has construction management
responsibilities at the Paducah Gaseous Diffusion Plant (PGDP) in
Paducah, Kentucky. There is an anticipted need for the construction of
a Solid Waste Landfill. The work consists of development of
approximaely 40 acres for use as a contained landfill and support
facilities. This project shall provide for the installation of a
composite clay liner system, leachate collection system and soil cover
layer for the first five phases of the waste boundary. It shall
include a sedimentation pond, improvement to existing gravel road,
construction of a personnel building, equipment storage building,
concrete entrance and parking area, wetwell and pump station, leachate
collection and transfer facility, fuel dispensing station, sanitary
sewage system, storm water runoff/erosion control, interior road, and
the installation of scales. The estimated period of performance is May
1995 to January 1996. The magnitude of cost is $4 to $8 million.
Interested and experienced offerors must be prequalified prior to
receipt of the solicitation package. Offerors must provide the
following: (1) Copies of OSHA 200 logs for the past three calendar
years and a record of manhours worked during the same period to
demonstrate safety and health performance, as well as evidence of an
Experience Modifier Rate (EMR) for the past three years of not greater
than 1.1; (2) Evidence and references for the successful completion of
a heavy civil construction project valued at $3 million or greater; (3)
Evidence in the form of a letter from their surety (listed in the
current DOL Circular 570) of capability to meet bonding requirements
including 20% bid bond, 100% performance bond, and 40% payment bond;
and (4) Evidence of personnel resources to adequately manage the
project. MK-Ferguson maintains the right to determine qualifications
based upon the information submitted by prospective offerors responding
to this notice. Interested and qualified prospective offerors are
requested to submit expressions of interest including the above
pre-qualification criteria to the Subcontract Administrator, Ms. Heidi
M. Birch, MK-Ferguson of Oak Ridge Company, 10001 McCaw Road, Kevil,
Kentucky, 42053 by Februarry 28, 1995. The Solicitation will not be
set-aside, however, qualified small and small disadavntaged businesses
are encourged to participate. Qualified firms will be notified to
submit requests for solicitation packages prior to issue. Cost for the
subsequent solicitation package will be $100.00 non-refundable, except
