The Mid-Pacific Region of the Bureau of Reclamation anticipates acquiring two hazardous materials containment booms. One boom is to be utilized in lake and light current environments and the other shall be used in river environments. The performance or lake boom shall consist of 40-50 foot sections, foldable in 8 to 10 foot sections for ease of handling. Weight shall not exceed 2 lbs per foot. Connections must be such that no containment is lost between sections. Connectors must also be easy to use and allow for connecting sections in under 30 seconds per connector. Boom must be towable in an upright position at up to 4 mph and draft must be no less than 12 inches. The floatation portion of the boom must extend at least 6 inches above the water line. The fast water or river boom shall consist of 60-50 foot sections, foldable in 8 to 10 foot sections for ease of handling. The weight shall not exceed 2 lbs per foot. Connections must be such that no containment is lost between sections. Connectors must also be easy to use and allow for connecting sections in under 30 seconds per connector. The boom shall be designed for strong sweeping operations in river and canal environments. The skirting shall be perforated rather than netted fabric, to insure strength and stability. Draft shall be no less than 12 inches and the floatation portion of the boom shall at least be 6 inches above the water line. Solicitation is anticipated to be issued on or about March 14, 1995 and proposals are due approximately 30 days thereafter. This acquisition is a 100 percent small busines set-aside. The small business size standard for a concern, including its affiliates, is not to exceed 100 employees. The standard industrial classification code is 5084. The first copy of the solicitation is free of charge and each additional copy requested is $5.00, nonrefundable.
