Requests shall include the solicitation no. RFP3-019582 and your
company's name, phone no., and mailing address. The work effort is to
develop enabling technologies in space electrical power systems,
hardware, components and software in support of anticipated space
exploration and utilization programs and to support the
reconfiguration, upgrading and maintenance of the Electrical Power
System Test Facility at the NASA Lewis Research Center. The work to be
performed shall include, but is not limited to, development of
electrical power system, hardware, components and software to the
brassboard, or prototype level. The following classes of anticipated
space flight programs are the International Space Station and solar
sourced electrical power generation, including EPS controls strategies,
simulations and simulators, and their related software implementations
to enhance autonomous on-orbit operations with minimum energy and
processing resource utilization. This will be a task order-type
contract and will contain options for additional effort within the
basic scope of work. Multiple contract awards may be made. Offerors
will be required to submit a detailed proposal addressing management,
personnel, company resources and technical understanding. In addition,
a detailed cost proposal will be required! The RFP will be issued on
or about March 20, 1995. Proposals will be due 30-45 days later.
Contract award is planned for July-August 1995. Estimated period of
performance is 60 months. Base Period is one year with four 12 month
options or two 24 month options. The date set for receipt of proposals
is approximate. All responsible sources may submit a proposal which
will be considered. SIC Code is 8731 with size standard of 1000. There
will be a requirement for Small Business Subcontracting of 15 percent
which includes Small Disadvantaged Business Subcontracting of 8
