This is a preliminary notification for information and planning purposes that NASA/GSFC may issue a Request for Proposal (RFP) on a competitive basis for the Earth Observing System (EOS) PM Microwave Imager (PMMI). The EOS PMMI instrument would fly on the EOS PM-1 Spacecraft, scheduled for launch in December 2000. The baseline PMMI is a nine-channel microwave radiometer with a 0.6 meter antenna and five frequencies between 10 and 89 GHz; NASA/GSFC is also interested in assessing an enhanced instrument that incorporates a tenth channel (6 GHz) and/or a larger (1.2 meter) antenna size. The preliminary solicitation package, including the Statement of Work, Performance Specification, and other related technical documentation, will be released in February 1995. The preliminary information will be made available for information and planning purposes only, subject to FAR Clause 52.215-3 (Solicitation For Information and Planning Purposes). This preliminary information does not constitute a Request for Proposal, Invitation for Bid, or Request for Quotation, and it is not to be construed as a commitment by the Government to enter into a contract. After release of the preliminary solicitation package, interested parties will be allowed about three weeks to provide comments and suggestions on the documentation. This preliminary release will not be used to pre-qualify offerors.
