The Bureau of Indian Affairs is currently seeking to identify Indian-owned businsses or Indian economic enterprises capable of survey development, survey administration and survey analysis and reporting of the conditions of tribal justice systems and Courts of Indian Offenses to determine the resources and funding, including base support, required to provide expeditious and effective administration of justice. In accordance with the authority of the ``Buy Indian Act'' (25 U.S.C. 47 as implemented by 20 BIAM 2.1) those interested Indian-owned businesses or Indian economic enterprises having the capabilities to perform the service(s) described in this announcement are invited to respond by submitting on organizational letterhead, with original signature a Statement of Capabilities to the procurement office listed above within 15 calendar days of this published announcement. This is not a request for proposal. An interested Indian-owned business or Indian economic enterprise shall provide a Statement of Capabilities which demonstrates the following: 1) a continuous history of involvement in the development and enhancement of Indian tribal justice systems; 2) a history in the execution of surveys and the preparation of quality public reports; 3) a structure which demonstrates independent validity in the preparation of the survey instrument, analysis of the survey results, and preparation of the draft and final reports and; 4) a reasonable plan for execution of the survey in such a manner as will solicit responses from as many federally recognized tribes as possible.
