C -- DESIGN OF MISCELLANEOUS PROJECTS WITHIN THE CHARLESTON DISTRICT SOL DACW60-95-R-0005. Contact Don Kight, 803-727-4249/Contracting Officer, Marilyn J. Williams, 803-727-4694. The selected firm shall have sufficient qualified technical, supervisory and administrative personnel to insure completion of the work in a conscientious and expeditious manner. Technical disciplines to be provided will include professional and semiprofessional people in civil, structural, architectural, geotechnical, mechanical, electrical, fire protection, and environmental areas along with draftperson and miscellaneous support personnel. A fire protection engineer who is a registered professional engineer with at least two years experience with primary duties in fire protection design will be required. Fire protection engineering required by this contract may involve complex fire protection systems located in a nuclear site. Firms will be required to have employees licensed for asbestos abatement design and lead abatement design. Firms are desired with experience in general design, specification writing, preparation of construction plans, and estimates for work such as office buildings, warehouses, recreational buildings, security systems, bridges, wells, domestic water supply systems, fire protection systems, waste water treatment plants, parking lots, roads; rehabilitation and/or alteration of structures including fire protection systems; and general engineering work such as drainage, grading and site development. The selected firm will be required to prepare local Savannah River Site (SRS) permits and South Carolina Department of Health and Environmental Controls permit applications. ALL SCDHEC permit applications must be signed and sealed by a South Carolina registered professional engineer. Security badging will be required of all personnel requiring access to the Savannah River Site. The Firm should have surveying capabilities to produce topographic drawings for various projects. Firms are desired with experience in identifying topography using cross-sectioning, grid, or plane table methods; all existing physical features pertinent to the site (structures, utilities, ground covers, fencing and the like); survey control based on National Geodetic Survey (NGS) sea level datum. All final survey maps/drawings shall be submitted in Intergraph format. The firm should have computer-aided drafting and other data entry systems which are compatible with Intergraph IGDS Systems and format. The firm may have the files translated into Intergraph IGDS files. The firm should have computer-aided cost estimating capability with the CACES or M-CACES systems preferred. Specsintact computer program will be utilized forspecification preparation. All disciplines to be used for this contract shall be identified by name as being either with the submitting firm or consultant in order to evaluate the professional qualifications of the proposed team. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The subcontracting goals for this contract are that a minimum of 40% of the contractor's intended subcontract amount be placed with small businesses (SB), including small disadvantaged business (SDB), and 8% be placed with SDB. The plan is not required with this submittal. An indefinite delivery type contract for services based on firm-fixed unit prices is contemplated with an option year. The total amount for the base year will not exceed $750,000; total contract amount including the option year will not exceed $1,500,000; services performed on individual delivery orders with no one delivery order exceeding $150,000. Each contract shall require the Government to order services priced at not less than: Two percent of the stated maximum or $500,000, which ever is less, in the base year, and one percent or $250,000, whichever is less, in each option year. All work is subject to the availability of funds. The estimated commencement date is Sep 95 for a period of one year or $750,000., whichever comes first at the predetermined rates. Significant evaluation factors are stated in Note 24. However, their relative order of importance are (1) Professional capabilities; (2) Specialized experience and technical competence in the type of work required; (3) Capability to accomplish work in the required time; (4) Computer capability; (5) Past performance on contracts with respect to cost control, quality of work and compliance with performance schedules; (6) Geographical location and knowledge of locality of projects. (7) Volume of on-going DOD work. (8) Extent of participation of small business, small disadvantaged business, Historically Black Colleges and Universities, and Minority Institutions in the proposed contract team, measured as a percentage of the estimated effort. A specific consideration under factor (2) is the firm's technical experience and competence in preparing South Carolina Department of Health and Environmental Control permits. These permits must be signed and sealed by a S.C. registered professional engineer. Rankings of firms will include determination of contractors capacity to respond quickly to unscheduled work. This will include an analysis of in-house capability versus the need to subcontract portions of the work. Capability from a separate office or subcontractor will be considered to be equivalent to ``in-house'' if the two show evidence of previously working together successfully and the separate locations are within 50 miles of each other. A firm will not be penalized for having fire protection and environmental disciplines accomplished by other firms. Firms desiring consideration shall submit data as described above to be received in the office shown above within 30 days of this announcement. SF 255 (11/92 Edition is the only one that will be accepted) in single copy only is required. Firms having a current (less than 12 months) SF 254 on file with the North Pacific Division, Corps of Engineers, Portland, Oregon (ACASS), need not submit a SF 254 (11/92 Edition) with their SF 255. All Department of Defense contracts awarded to the firm and all affiliates (except consultants) during the last twelve months, the total dollar value of each award, and point of contact must be listed in Block 10 of the SF 255. Failure to include the aforementioned data will reflect negatively upon the firm during the evaluation process. This is not a request for proposal. Solicitation packages are not provided. Cover letters and unnecessarily elaborate brochures, or other presentations beyond those sufficient to present a complete and effective response are not desired. Phone calls and personal visits are discouraged. SIC is 8712, Size Standard is $2.5 million. Firms should indicate on block 3 of the SF 255 their business size and ACASS number.
