EXTERIOR CORRIDOR BOUNDARY SURVEYS ALONG THE APPALACHIAN NATIONAL
SCENIC TRAIL, within the following states (bid areas):
1443RP0001-95-001 Maine, 1443RP0001-95-002 New Hampshire, Vermont,
1443RP0001-95-003 Massachusetts, 1443RP0001-95-004 Connecticut,
1443RP0001-95-005 New York/New Jersey, 1443RP0001-95-006 Pennsylvania,
1443RP0001-95-007 Maryland, 1443RP0001-95-008 West Viginia/Virginia.
Contracts will be awarded for each Bid Area via A&E procedures. For
Exterior Corridor Boundary Surveys, the exterior boundaries of
Government lands are to be established, monumented, blazed and painted,
and signed. For Tract or Parcel Surveys, all perimeter boundaries of
Government lands are to be established and monumented. For Boundary
Line Maintenance, reblazing, repainting and replacing boundary signs
and monuments will be required along previously surveyed Government
lands. It is a requirement that the offeror's staff include at least
one licensed land surveyor for each State within the bid area where an
offer is made. The licensed land surveyor will supervise the work and
sign and seal the plats. Offeror's shall submit completed SF254's and
SF255's for evaluation. SF255, Item 10, should include capabilities of
computer drafting and Global Positioning Systems (GPS). Also to be
provided are sample plats of similar projects. Rating factors in
decending order of importance is as follows: (1) Work experience on
similar projects involving mountainous land in the states where the
Appalachian Trail is located, (2) Qualifications and experience of key
personnel, (3) Availability of crews and equipment, (4) Past
experience, and (5) Clarity and completeness of sample exhibits
(plats). These contracts will be subject to the current wage rates
established by the Department of Labor. Firms reponding to this
announcement must be prepared to accept the above as a part of their
contract responsibility. Architect-Engineer firms which meet the
requirements described in this announcement are invited to submit
completed Standard Forms 254 and 255, U.S. Government
Architect-Engineer Qualifications, to the office shown above. In block
10 of the SF-255, discuss why the firm is especially qualified based
upon published evaluation factors herein. Use block 10 of the SF-255 to
provide additional information desired and continue block 10 discussion
on plain bond paper. All information must be included within the SF-254
& 255. Cover letters and other attachments will not be considered in
the evaluation process. Firms responding to this announcement by March
24, 1995 will be considered. Firms responding should submit only one
copy of qualifications. The qualifications statements must clearly
indicate the State where work will be performed and the specific
qualification of the individuals anticipated to work on the contract
and their location. This proposed contract is being solicited on an
unrestricted basis. This is not a request for proposals. Inquires
