and Prevention is seeking small business A-E firms with the capability
to design a 40,000 net square foot multi-story research laboratory
building for the National Center for Environmental Health at the
existing Chamblee Campus. The design will deal with irreplaceable
laboratory research and extremely critical laboratory processes. The
scope of work includes program development, design and construction
documents, cost estimation, and participation in an independent value
engineering process. Laboratory building design will consist of
Biosafety Level II laboratories (including analytical laboratories and
toxic chemical containment research laboratories), laboratory support
facilities (including space for mass spectrometers), offices, office
support, storage rooms, and hazardous material storage facilities. The
prime A-E firm will be required to demonstrate considerable experience
in designing research laboratory facilities for toxic and carcinogenic
research. Experience must include indepth knowledge of related complex
laboratory processes, scientific equipment with special building
support needs such as mass spectrometers, laboratory mechanical
systems, and specialized laboratories such as chemical containment
labs, clean rooms, as well as labs required to meet the CDC/NIH
Biosafety Level standards. It will be required that the design is
prepared according to the latest standards utilizing state-of-the-art
processes and systems. Energy plant building design will include
electrical and mechanical equipment areas and enclosed service yards.
Site work will include parking areas, driveways, public roadway
interfaces, campus quadrangle, walkways, and utility extensions. The
project will be designed utilizing SI (System International) metric
units of measurement. Final construction documents will be required to
be produced using Autocad Release 12. Required disciplines include
architectural, site planning, landscape architecture, electrical,
mechanical, structural, civil engineering, cost estimating, value
engineering, and laboratory design. The estimated construction cost is
$22,511,780. Design of this facility will require approximately 13,500
architectural manhours. In order to meet the project schedule, seven
qualified full-time architects are required for at least 70-80% of the
design time. The A-E firm must have the manpower to perform the job as
well as experience of managing and producing projects of similar size,
cost and complexity. Firms will be evaluated based on the following
criteria and associated weight factors: (I) PROFESSIONAL
QUALIFICATIONS--relevant experience and qualifications of the A- E's
key personnel as related to research laboratory design (project
architect - 5 points, project manager - 5 points, chief mechanical
engineer - 5 points, and experience of the proposed team members
working together on research laboratory projects - 15 points; (for a
total of 30 points). (II) DESIGN EXPERTISE AND TECHNICAL ABILITY--the
proposed team's specialized experience and technical competence
including complex engineering design, innovative design, containment
design, and Biosafety standards application (20 points). (III)
ORGANIZATION AND MANAGEMENT--the A-E firm's demonstrated ability to
manage a large complex project, maintain a project schedule and budget,
and utilize a system of cost controls including value engineering (25
points). IV. EXPERIENCE OF FIRM--past performance on similar contracts
with Government agencies and private industry in terms of cost
control, adherence to the project schedule, quality of design, and user
satisfaction (15 points). Small business firms believing they have the
capabilities to perform these design services should submit completed
SF 254 (SF 254 must be submitted for the prime firm and each
consultant) and SF 255. A maximum of ten sheets of supplemental
information specifically responding to the above criteria including
representative photographs or graphic examples of relevant laboratory
and biosafety containment projects will be permitted. This announcement
is issued to identify capable small businesses to perform in a
designated industry group considered for set-aside under the Small
Business Competitiveness Demonstration Program mandated by Public Law
100- 656. Interested small businesses should indicate interest in this
acquistion by providing the Contracting Officer the evidence of their
capability to perform the requirement described herein. Responses (SF
254 and SF 255) must be received in the procurement office listed
above no later than 21 days from publication of this notice. The
Standard Industrial Classification Code is 8712. Only small business
organizations are asked to respond to this announcement. To be
considered a small business concern under SIC Code 8712, a firm's
average annual receipts for the past three fiscal years shall not have
exceeded $2.5 million per year. This is not an RFP and the Government
is not committed to award a contract pursuant to this announcement.
