Alan F. Connell, 301-344-0298 The Agricultural Research Service, USDA,
plans to enter into a contract negotiation with an
Architect-Engineering (A/E) firm located within a 200-mile radius of
Manhattan, Kansas. Proposed A/E services will be for the design, cost
estimating, inspection of construction, and related design and
construction phase services for the Modernization of the U.S. Grain
Marketing Research Laboratory, Manhattan, Kansas. The facility will be
restored to a serviceable and operable condition meeting current codes
and standards. The parameters priority for correcting the facility
deficiencies are: protection of life and property, implementation of
mandated regulations, standards and codes, more effective space
utilization, and energy conservation measures. The building is a
25-year old, one story, structure with approximately 56,000 gross
square feet floor area. The building is classified as an industrial
laboratory. Based on a completed engineering Facility Condition Study,
the ''brick and mortar'' modernization cost is estimated in the range
of $7,000,000. Evaluation of firms will be made on the following
criteria, in order of descending importance, (a) Specialized experience
and technical competence in the renovate/upgrade type of work required,
including knowledge of local conditions where the facility is located;
(b) Past performance on contracts with Government agencies and private
industry in terms of cost control, quality of work, and compliance with
performance schedule; (c) Professional qualifications necessary for
satisfactory performance of required services; (d) Volume and nature of
present workload as it relates to the ability to perform the work
required in a timely manner, specialized technical skills, project
coordination and management skills, and team experience of proposed key
personnel; (e) Staffing and equipment to accomplish the work in the
