(202)366-5757 The Maritime Administration (MARAD) intends to modify and
upgrade the main engines of the former USNS MAURY (TAGS 39). The
vessel's main propulsion machinery consists of two (2) Enterprise R5
marine medium speed diesels. The R5 engines are prototypes that had
limited production. Only four (4) R5 marine engines were built and they
are significantly different from the previous R4 design. The R5 engines
require substantial modification to hardware, operating parameters and
control systems to be suitable for use on a training vessel. These
modifications include, but are not limited to, rerating the horsepower
of the engines, removal of engine driven auxiliaries, interface with
new auxiliary systems relying on engine jacketwater and waste heat, and
modifying controls to suit new propulsion plant operating parameters.
Due to the nature of the modifications, prospective offerors must show
proof of access to proprietary engine design information, and
experience in working on Enterprise R5 marine diesel engines.
Interested parties shall identify their capability to respond to this
requirement by submitting a technical proposal (not more than 5 pages)
which includes the following: 1) sufficient technical information
which demonstrates a complete understanding of the scope of this
requirement, as shown by a technical approach which includes access to
proprietary Enterprise R5 design data, and 2) a verifiable statement
of prior experience and expertise in providing the services described
above. All technical proposals received within thirty (30) days after
publication of this notice will be considered by the Government.
