Protection Agency (EPA) intends to negotiate a contract with Chemical
Abstracts Service (CAS) of the American Chemical Society to provide
support for EPA's review of commerial chemical substances. The
authority for other than full and open competition is 41 U.S.C.
253(c)(1). Period of performance will be sixty (60) months, including
a base period from 07/01/95 through 09/30/96 (15 months); one (1)
two-year option period from 10/01/96 through 09/30/98 (24 months); and
a second option period 01/01/98 through 06/30/2000 (21 months). It is
expected that the type of contract will be cost-plus-fixed fee. Under
the proposed contract, the contractor shall be responsible for
providing chemical expertise in assisting EPA in making chemical
identity determinations of the commercial chemicals. Specifically, the
contractor shall uniquely identify each chemical with the most correct
and unambiguous Chemical Abstracts Index Name, and assign, wherever
appropriate, a Chemical Abstract Service (CAS) Registry Number, as well
as other appropriate chemical data including chemical structures,
chemical synonyms, and molecular formulae, in accordance with EPA's
established policies and practices of how similar substances are
represented on the TSCA Inventory. The contractor shall assist the
office of Pollution Prevention and Toxics (OPPT) in resolving technical
problems associated with the identification of the various types of
commercial chemicals. The contractor shall be responsible for the
continued development and maintenance of the TSCA Chemical Substance
Inventory by adding to it newly manufactured chemicals approved by
OPPT, and be ensuring that each substance added to the Inventory is
identified in a manner consistent with how similar chemicals are
represented on the Inventory. The contractor shall also be responsible
for providing expert advice to assist OPPT in developing policies on
the classification and identification of commercial chemicals. See Note
