To be eligible for award, offeror must hold a certificate of convenience and necessity issued under Section 401 of the Federal Aviation Act of 1958, possess an air carriers operating certificate issued by the FAA under Federal Aviation Regulation (FAR) Part 121, and meet CRAF program eligibility requirements.
