The Naval Air Warfare Center Weapons Division (NAWCWPNS), Point Mugu CA, is seeking for informational and planning purposes only, sources capable of providing fixed-wing and/or rotary aircraft with pilot and crew to support various Naval Sea Range operations and transporting of passengers and cargo in and around Southern California. The contractor will also be required to retrieve free floating objects from the open sea. Aircraft may be required to operate approximately three (3) feet above the water when retrieving objects from the water. Contractor crew must handle a retrieval pole/hooking device from the step/platform for latching onto the retrieval pole/hook-up point on objects being recovered from the water. Contractor crew must have radio/intercom communications between individuals. The following equipment may be required: (a) Helicopter capable of lifting 800 pounds equipped with hook for external cargo carriage; (b) Helicopter capable of lifting 1800 pounds equipped with hook for external cargo carriage; (c) Helicopters must be capable of a cruise airspeed of at least 80 knots while carrying external load; (d) Helicopters must be equipped with pop-out floats; (e) Fixed-wing, five passenger; (f) Fixed-wing, seven passenger; (g) Fixed-wing, eight passenger; (h) Fixed-wing, nine passenger. Firms having the capabilities and desire to be considered should a specific solicitation be issued are invited to submit their capabilities and supporting data. This is not a request for proposals, nor does the Government intend to pay for the information submitted. Respondents will not be notified of the results of the evaluation of the information submitted. There is no guarantee of an actual procurement.
