scope is for the construction of five groundwater monitoring wells in
the Snake River Plain Aquifer to a depth of approximately 415 feet.
This project will be at a remote site located on the Idaho National
Engineering Laboratory located approximately 60 miles West of Idaho
Falls, Idaho. The performance period is estmated to be 140 calendar
days after notice to proceed. Each borehold will penetrate 10 to 50
feet of alluvial sand and gravel, and approximately 375 feet of
fractured basalt. These wells will be cased from the surface to Total
Depth (TD) with carbon steel casing and stainless steel casing. Each
well will also be equipped with a 5 h.p. submersible pump, a stainless
steel screen and gravel pack. A limited number of samples will be
collected from each site. Prior to receiving an inquiry package, each
prospective vendor shall provide written verificaton that the following
minimum prerequisites can be met: (1) Prospective bidders must have
bonding capability from sureties listed in the U.S. Treasury Circular
570 relative to contract performance or be able to provide irrevocable
letters of credit from financial institutions that are federally
insured and have investment grade or higher rating from a recognized
commercial rating service. (2) The successful offeror shall demonstrate
past experience in managing projects of similar size and scope. (3)
Essential personnel managing this contract (field manager and
geologist) shall be permanent and full time employees of the successful
officer. (4) The field manager shall have had a minimum of seven years
of project management experience in similar projects. (5) The
geologist shall be licensed or registered in one of the following
states: Alaska, Arizona, California, Colorado, Idaho, Oregon, Montana,
New Mexico, Washington, or Wyoming and shall have had previous
experience drilling in fractured basalt (or equivalent) of the type
found in the Snake River Plain Aquifer. Note: the field manager and the
field geologist may occupy the same position provided the minimum
experience requirements are fulfilled. (6) The driller shall have a
minimum of five years experience and must have experience drilling in
fractured basalt or equivalent geology. The drillers helper shall have
a minimum of three years experience. (7) All sub-tier contractors must
demonstrate substantial experiencein performing similar work. The basis
of award for this procurement will be the lowest total proposed fixed
price which includes the cost of performance and payment bonds or other
security. All potential vendors are instructed that failure to comply
with these requirements will prevent that vendor from receiving an
