Y -- CONSTRUCTION OF STRUCTURES AND FACILITIES - EXPANSION OF THE NATIONAL WIND TECHNOLOGY CENTER (NWTC) EXPANSION - PHASE II SOL RCL-5-15625 due 071595. Contact Randy W. The U.S. Department of Energy (DOE), through it's National Renewable Energy Laboratory (NREL), anticipates issuing a Request for Bids (RFB)#RCL-5-15625 on or about 06/15/95, for bids from firms who have interest and experience in construction of new facilities. Project location is the National Wind Test Center (NWTC), north of Golden, Colorado. The project consists of the construction of a 13,000 SF Industrial Users Facility (IUF) and infrastructure improvements. The IUF consists of approximately 8500 SF of high bay and 4500 SF of offices and utility space. Infrastructure improvements include a 10,000 SF lay down area, a waste water disposal system and upgrade of the site access road. Offerors responding to the solicitation shall meet the minimum following qualifications: 1) Must have a current insurance EMR rating of 1.0 or less at the time of bidding; 2) Must have bonding capacity for the total price of the project; 3) Must have a minimum of five (5) years experience during the past ten (10) years on construction projects; 4) Proposed project manager and superintendent must each have a minimum of five (5) years experience in construction projects; 5) Must perform at least twenty percent (20%) of the work with its own organization; and 6) Must provide a minimum of five (5) references from previous clients for construction projects. The estimated magnitude of this project is between $1,000,000 and $5,000,000. Tentative date set for RFB issuance is June 1995, with a tentative date for receipt of bids of July 1995. Only written requests for plans, specification and bid documents will be honored. Requests for bidders mailing lists must also be submitted in writing. This solicitation is set-aside for 100% small business concerns. SIC code is 1542 with average annual receipts of $17 million over three years.
