Construction Material Staging Area for the remedial actions at the
Weldon Spring Site Remedial Action Project near St. Charles, Missouri.
Facility Description: The Construction Materials Staging Area (CMSA)
will be constructed to stage clean fill materials from borrow area
excavations, clean fill materials from site excavations, sand, gravel,
riprap, synthetic lining materials, piping, and prefabricated drainage
structures. The CMSA site includes surface and subsurface chemically
and radiologically contaminated soils and surface and buried debris.
Existing abandoned underground water and other utilities may be
present. All of the contaminated soils, debris, and existing
underground utility lines require removal as part of the construction
of the CMSA. The construction of the CMSA includes, but is not limited
to, the following general work activities: 1. Construction surveying
and staking. 2. Removal of existing site perimeter fence and gates, and
installation of new fence and gates. 3. Removal and disposal of
existing air monitoring equipment and installation of new air
monitoring equipment. 4. Site clearing and grubbing including removal
of surface debris and asphalt roadway. 5. Placement of temporary
surface water and erosion control measures. 6. Removal, hauling, and
placement of contaminated soils, debris, and underground utilities in
on-site designated storage areas. 7. Removal and stockpiling of clean
topsoil. 8. Excavation, backfill, and compaction of earthwork
designated grades and elevations. 9. Construction of new sediment
detention sumps to catch and detain CMSA surface runoff including
furnishing and installing all components required. 10. Furnishing and
installing all other drainage facilities. 11. Providing and installing
all required road surfacing materials. 12. Furnishing and installing
barrier cables, signs, and other incidental items as shown on the
Subcontract drawings and described in these specifications. 13. Seeding
and mulching all designated areas. Contractor will execute the
Radiological and Chemical Confirmation Plan after removal of
contaminated soil and debris to verify that contaminants exceeding
clean-up criteria levels have been removed. Qualified firms may request
an Invitation to Bid (IFB) package by writing to the aforementioned

procurement is set-aside for small businesses. The period of
performance is projected for 7 - 10 months. The magnitude of the
project ranges from 1.7 million to 2.3 million. The target date of the
