(FAX (510)535-7288). Furnish all labor, materials and equipment,
necessary to rebuild moorings at Coast guard Rougue River moorings in
Gold Beach, OR, and moorings at Coast Guard Station Chetco River,
Harbor, OR. Work includes providing all labor, materials, and equipment
necessary to perform the following work: ROGUE RIVER MOORINGS (1)
Remove and dispose of one untreated timber pile. (2) Install one 4' X
30' govrnment furnished aluminum gangway.. (3) Install one 8' X 50'
government furnished timber floating dock. Provide four 14'' diameter
steel pipe guide pillings. (4) Install one electrical shore tie and
repair damaged conduits. (5) Install one pier entrance security gate.
STATION CHETCO RIVER: (1) Remove and dispose of one 8' x 48' treated
timber floating dock. (2) Install one 8' x 50' government furnished
timber floating dock. Connect to existing guide piling. (3) Repair one
existing aluminum gangway. Repair includes general cleaning;
replacement of non-skid strips, bottom roller, and hinge assembly;
removal of abandoned electrical shore tie. The estimated cost of this
procurement is between $25,000.00 and $100,000.00. Performance period
is three weeks after receipt of Notice to Proceed for Rogue River
Moorings followed by three weeks for Chetco River Moorings. This
procurement is subject to the Small Business Competitiveness
Demonstration program and is open to large and small business
participation. The applicable SIC code is 1629. The Small Business size
standard is small if its average annual sales or receipts for its
preceding three fiscal years do not exceed 417.0 million. All
responsible sources may submit a bid, which will be considered. For

of Transportation (DOT) Office of Small and Disadvantaged Business
Utilization has programs to assist minority, women owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
Loans are available under the DOT Short Term Lending Program (STLP) at
prime interest rates up to $500,000 per contract to provide accounts
receivable financing. The DOT Bonding Assistance Program enables firms
to apply for bid, performance and payment bonds up to $500,000 per
contract. DOT provides an 80 percent guaranty on the bond amount to a
