Center, Dahlgren Division, Coastal Systems Station, Panama City,
Florida, is soliciting Analysis and Technology, Inc. on a sole source
basis to provide the continued engineering and analytical support to
develop Operational Requirements Documents (ORD) and Cost and
Operational Effectiveness Analyses (COEAs) associated with the Improved
Submarine Launched Mobile Mine (ISLMM) and the Littoral Sea Mine
programs in order to meet Milestone 0 (Concept Studies Approval) and
Milestone 1 (Concept Demonstration Approval) decision requirements.
This effort entails developing notional minefields for various regional
conflicts using potential new mine concepts, determining measures of
effectiveness for those minefields, evaluating the performance of new
mine concepts, rating new concepts against one another and against
existing mine systems, and preparing reports detailing the analytical
results. Analysis and Technology, Inc. is uniquely qualified for this
effort having had in-depth involvement in developing preliminary
program ORDs, COEAs, and other system documentation for these mine
warfare programs for CSS under a previous contract. Under this effort,
considerable resources and knowledge have been developed by Analysis
and Technology, Inc. in the area of mine warfare technologies, the
evaluation of mine concepts, and the development of engineering and
analytical methodologies which could not be replicated by another
activity without significant duplication of cost and delay in start up.
The proposed acquisition is for a follow-on contract for the continued
provision of highly specialized services within the definition of FAR
6.302-1(a)(2)(iii). Analysis and Technology, Inc. is uniquely
qualified to support the ILSMM and the Littoral Sea Mine programs
because they have the unique knowledge base, the facilities, and the
experienced personnel necessary to successfully conduct the work. The
key personnel have invested significant time in gaining the unique
knowledge, insight, and skills necessary. Based on continuous
monitoring of the industry base, no other single contractor could
provide the capabilities sufficient to press the advances required for
this effort without significantly and substantially duplicating
invested costs as well as encountering a costly and protracted startup
