COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 24,1995 PSA#1290Naval Air Warfare Center, Aircraft Division, P.O. Box 5152, Warminster,
PA 18974-0591 A -- FAULT INJECTION VALIDATION OF DEPENDABLE SYSTEM SOL
N62269-95-BAA-002 DUE 093095 POC Point of Contact : GEORGE KLIMA, Code
845235, 215-441-1241/ Contracting Officer, TODD DOUCETT This BAA is to
solicit technical/cost proposals in the area of Fault Tolerance.
Responses are required to be submitted in accordance with the
guidelines set forth herein. The selection of one or more sources for
contract award will be based on a scientific and engineering evaluation
of your response (technical and cost as it relates to technical effort)
to determine the merit of the technical approach used to respond to
this announcement. New, innovative and creative approaches to the
technical problems presented herein by the Navy are of primary
interest. The specific areas of interest in basic research include the
following: l) new, unique and innovative fault tolerant validation
metrics, acceptance tests, fault injection techniques and fault
tolerance analysis techniques, from initial concept exploration to the
brassboard Dem/Val system including both hardware and software, for
use in the fault coverage validation of complex, computer based, weapon
systems; 2) new, unique and innovative fault tolerance techniques for
use in a Navy lab feasibility demonstration that will demonstrate
reconfiguration and recovery from faults in an mission avionics
breadboard; 3) new, unique and innovative operating system fault
tolerance techniques, specifically, what services must an operating
system provide to adequately manage faults and what resilience must be
incorporated within an operating system for it to be fault tolerant;
and 4) analog fault tolerance techniques. This announcement will be
open for the period through 30 September 1995. Proposals will be
accepted any time during this period. Proposals submitted may be
evaluated periodically by in-house scientists, a Government evaluation
team or by a group of scientific peers. Award decisions will be based
on an evaluation using the following criteria: 1) Overall scientific
and technical merits of the proposal; 2) Potential contributions of the
effort to the Department of Defense (DOD)efforts to increase mission
computer reliability and lower life cycle costs; 3) The offerer's
capabilities, related experience, facilities, techniques or unique
combinations of these which are integral factors for achieving the
proposed objectives; 4) Realism of the proposed cost. Offerers may
respond to one or more of the research areas described above. Proposals
submitted must consist of a clear statement of objectives, a technical
section, which should include but is not necessarily limited to,
background experience, concepts and ideas, methodology, expected
contribution of the research to the DOD mission, a statement of work
and milestones, a biographical section describing key researchers and
a cost section. Details of any cost sharing to be undertaken by the
Offerer should be included in the proposal. Technical proposals should
be limited to approximately 25 pages. The cost of preparation for the
response to this BAA is not considered an allowable direct charge to
the resulting contract or any other contract. The NAVAIRDEVCEN's
Mission and Avionics Technology Department have cognizance and
responsibility for the areas of interest identified above. The point of
contact for technical issues described above is Mr. Julian Olyansky,
(215) 441 7002. Offerers are cautioned that only Contracting Officers
are legally authorized to commit the Government. For planning purposes,
the period of performance is estimated to be one to three years, at a
level of effort of approximately 0.5-3 man-years per year. Contract
type is anticipated to be CPFF Completion. Several awards may be made.
Exterior markings on responses shall be as follows: N62269-95-BAA-002,
NAWC Aircraft Division, P.O. Box 5152, Warminster, Pa. 18974-0591,
ATTN: Code 845235. NO FORMAL RFP WILL BE ISSUED; THIS BAA IS THE
SOLICITATION. (0053) Loren Data Corp. http://www.ld.com (SYN# 0005 19950223\A-0005.SOL)
