Location of Work: Design of miscellaneous military projects for Natick
Research Development, and Engineering Center, Natick, Mass. Natick
Research Development and Engineering Center consists of over 22
buildings (i.e. Administration, various Laboratory/Research buildings
Power Plant, Officer's Club, etc.). The scope of services includes:
Preparation of design and construction documents, construction services
(e,g, submittal review and problem resolution), cost studies and
reports for various projects to include, but not limited in scope to
the rehabilitation/construction of buildings, utility systems,
laboratory renovations, familiarity with potable water filtration
systems, transportation systems (e,g, elevators) and HVAC system
controls. These services will be provided under one Indefinite Quantity
Contract. The cumulative amount of all delivery orders for each
contract shall not exceed $750,000 per year and each delivery order
shall not exceed $150,000. Delivery orders may be issued for a period
of one year from the date of award. The contract will include an option
for one additional year under the same terms and conditions as the
basis contract. The government's obligation to guarantee a minimum
amount for payment will apply to the first and second years. The first
year minimum guarantee is $15,000 and the optional year minimum
guarantee is $7,500. Technical capability required: The preference is
for a well-staffed firm which is capable of performing all the work
in-house, a firm which has previous experience with Army maintenance &
repair of similar type projects. Firms which will not perform all the
work in-house must identify their sub-contractors in their submittal
and demonstrate how they will manage sub-contractors and insure quality
control. The firm's submittal must identify the working office and the
personnel per discipline available at the working offices. The prime
firm must include asbestos abatement designs, hazardous material
abatement design and other environmnetal considerations as an integral
part of its drawings and specifications. A certified asbestos
inspector is also required. The specific abilities required are
mechanical, electrical, fire protection, electronic/digital, civil,
structural, environmental and sanitary engineering, architectural, cost
estimating, specification writing, asbestos and hazardous material
control and abatement. Special Qualifications: The A/E shall have the
capacity to work on muptiple delivery orders at once. Submission
closing date: Thirty (30) days after the initial publication date of
this announcement. Evaluation factors in descending order of
importance: a) Professional qualifications necessary for satisfcatory
performance of required services. b) Specialized experience and
technical competence in the type of work required and the
qualifications of its lead personnel. c) Capacity to accomplish the
work in the required time. d) Past performance on contracts with
government agencies and private industry in terms of cost control,
quality of work, and compliance with performance schedules. e) Location
in the general geographic area of the project and knowledge of the
locality of the project, provided that application of this criterion
leaves an appropriate number of qualified firms, given the nature and
size of the project. f) The volume of work previously awarded to the
firm by the Department of Defense, with the object of effecting an
equitable distribution among qualified A/E firms, including small and
small disadvantaged business firms as well as those firms which have
not had prior Department of Defense contracts. Start date: November
1995, Completion date: November 1996. Small and small disadvantaged
firms are encouraged to participate as prime contractors or as members
of joint ventures with other small businesses. All interested large
firms are reminded that the sucessful firm will be expected to place
subcontractors to the maximum practicable extent with small and small
disadvantaged firms in accordance with Public Law 95-507. If a large
business firm is selected, a small business subcontracting firm will be
required prior to award. If your firm presently has an Indefinite
Quantity Contract with the New York District which expires after the
close of this solicitation, please do not apply. Firms which have not
previously applied for New York District projects and firms which do
not have a current SF-254 on file with the New York District should
submit two copies of their SF-254 with their initial response to our
CBD announcement. Firms using consultants should submit copies of the
SF-254 for their consultants. Firms will indicate on page 11, block 10
of their SF-255 the total number of DOD awards (basic, modifications,
IDC/work orders) and the total value of those awards (A/E fee) within
the last 12 months prior to the date of the announcement. Firms that
do not comply with this requirement may be considered non-responsive.
