882-8515, ext 2115. The Aeronautical Systems Center, Weapon, Airbase,
and Range Product Support Office, AGM-130/GBU-15 System Program Office,
intends to award a sole source Time and Materials (T&M) contract to
Rockwell International Corporation, Tactical Systems Division, Duluth,
Georgia for technical services in support of the AGM-130 weapon
system. The scope of the work encompasses a wide variety of technical
activities including weapon components support, test support, interface
configuration management, total systems integration, site activation,
weapon simulator orientation for aircrews, depot test equipment
development support, and miscellaneous equipment trouble-shooting and
repairs. This action is contemplated in accordance with 10 USC 2304 (c)
(1) since Rockwell is the only known source that can satisfy the
government's requirement. As the developer of this weapon system,
Rockwell has extensive, in-depth expertise in all phases of
development, production, product improvement, and maintenance of the
AGM-130. Readily available weapons expertise is required to meet the
Air Force's requirement for short-term, quick-reaction responses to
resolve problems in weapons production, training, weapon enhancement
initiatives, equipment maintenance and repair, and reaction to
contingency operations. Award is anticipated to be for a single three
year period of performance beginning 1 Aug 1995. Synopsis responses
will be screened in the following areas: (a) Detailed technical
knowledge of the AGM-130 weapon system design, test
requirements/testability, automatic test equipment, and interface
implementation requirements, (b) Demonstrated expertise in all phases
of the AGM-130 build-up and check-out, manufacturing process with the
capability to independently assess anomalies in the current weapon
system design, weapon capability enhancements, and support equipment
upgrade requirements, (c) Weapon simulator facilities to host aircrew
orientation of AGM-130 operations and employment parameters, (d)
Experience, knowledge, suitable source data, and the personnel
necessary to create test requirements documents for AGM-130 kit module
units and the all-up-rounds, (e) Capability to trouble-shoot and
repair AGM-130 test assets. Potential contractors who possess the
capabilities, knowledge, and experience to comply with these
requirements are invited to submit a description of general and
specific capabilities along with any other pertinent descriptive
literature or qualifications. Firms responding to this notice should
indicate whether they are or are not a small or small disadvantaged
business concern as defined in FAR 52.219-1 and DFAR 252.219-7000
respectively. Closing date for submission of qualification packages is
30 days after publication date of this notice. This is not a request
for proposal and is not to be construed to be a commitment by the
