703/875-1588 The Agency for International Development (USAID) is
seeking proposals to provide for research, training, and technical and
advisory services related to housing & urban development programs in
the countries of Central and Eastern Europe in support of the Eastern
European Regional Housing Sector Assistance Project. The CPFF contract
will have a five year period of performance, for a total of up to 1000
person months of effort. The primary components of the Work Scope will
be to provide services as may be required under Requests for Services
(RFSs), issued by USAID, in the areas of Housing Finance, Municipal
Finance, and Private Sector Development. The contractor will be
required to field teams which include individuals having a broad
variety of experience, both practical and conceptual in the subject
matter indicated. Efforts under the area of Housing Finance include:
development of market-based finance for housing, privatization of
publicly-owned housing strategies, determination of roles of private,
NGO, and public financial institutions, privatization systems, land
pricing and appraisal, national housing policy related to housing
finance and ownership reform, capital markets, management and
operations of housing finance and real estate institutions, mortgage
and construction lending and finance, subsidy costs and targeting
management, maintenance and pricing of rental housing, and social
safety net for lower-income families issues. Efforts under the area of
Municipal Finance include: evaluations of municipal resource base,
municipal revenue growth, municipal planning and budgeting,
administrative and financial management, expenditure structure
streamlining, municipal services/infrastructure improvements and
expenditures, policies, procedures, management of municipal assets,
privatization of municipal services, municipal capital investment
portfolios, municipal financial administration of human and capital
resources, municipal economic and social investment needs and
priorities, long term financing systems for municipalities, social
safety net programs, municipal services pricing policies, 1ocal
consensus building, and citizen participation in local government
decision-making. Efforts under the area of Private Sector Development
include: policy and regulatory framework related to private sector
developers, contractors, and realtors, private sector housing
production and land markets, constraints related to private sector
housing production expansion, evaluation of construction technology and
building systems, private land market mechanisms, contracting and sales
procedures, bidding and procurement and competitive processes,
licensing and certification, bonding and insurance, approvals, building
standards and inspection procedures, role of construction trades unions
and training institutions in shelter delivery, privatization of state
enterprises in housing construction, business management practices, and
policy, institutional or technical issues of the construction industry
and real estate development business. Proposals will be evaluated with
selection based on the proposal(s) that are most advantageous to the
Government, considering the technical and cost factors stated in the
evaluation criteria of the RFP. Further instructions regarding
technical and cost proposals will be in the RFP. USAID encourages the
participation to the maximum extent possible of U.S. entities that are
small business concerns; Disadvantaged Enterprises, including
women-owned concerns, historically Black colleges and universities;
U.S. colleges and universities with more than 40 percent Hispanic
American students; and U.S. private voluntary organizations controlled
by socially and economically disadvantaged individuals, including
women in accordance with Part 19 of the FAR and Part 726 of the AIDAR.
It is anticipated that the prime contractor will make maximum
practicable use of such entities; subcontracting plans should be
included in proposals submitted. All requests for RFP No.

self-addressed mailing labels. The RFP will be mailed via U.S. Postal
Service on or about March 24, 1995. Limited copies of the RFP shall be
made available for pick up/walk-in no earlier than March 24, 1995. Due
to labor shortage request for receipt of the RFP via courier will not
be honored. Only one request for the RFP per organization will be
