R -- PHOTOGRAMMETRIC SERVICES FOR NATIONAL FOREST LANDS IN THE STATES OF OREGON AND WASHINGTON Sol R6-95-712. Due 033095. Contact, Administrative Services, 503/326-3581. Photogrammetric Services involving digital photogrammetric topographic mapping, related photogrammetric operations and production of digital orthophotoquads for National Forest Lands in Oregon and Washington. Mapping projects are small to medium size (one to ten stereomodels per project) with scales from 1''=20' to 1''=500' and contour intervals from 1' to 20'. Related operations may include aerotriangulation, analog or digital project orthophotos and orthophoto/topographic composites. Delivery of topographic mapping in AutoCAD(tm) format on PC/MS DOS formatted disks is required but may be translated from any viable digital photogrammetric mapping system (AutoCad(tm) equipment/software is not required); hard copy plots are required. Digital orthophotoquads (DOQs) are 1/24,000 scale, 7-1/2 minute quadrangle format to be derived from 1/40,000 scale quarter quadrangle centered photography or USGS standard digital orthophoto quarter quads (DOQQs); 1/24,000 scale hard copy DOQ photographic negatives are required as well as soft copies. Contract period will be for one year from date of award, with option for renewal for two additional years. The following criteria will be applied in evaluating firms for award. CRITERIA REQUIRED BY FEDERAL ACQUISITION REGULATIONS (FAR) 36.602-1(a): (1) Professional qualifications (of those primarily responsible of each phase of the project, including the project coordinator) necessary for satisfactory performance of required services; (2) specialized experience and technical competence in the type of work required; (3) capacity to accomplish the work in the required time; (4) past performance on contracts with Government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules; (5) location in the general geographical area of the project and knowledge of the locality of the project (provided that application of this criterion leaves an appropriate number of qualified firms). CRITERIA REQUIRED BY DEPARTMENT OF AGRICULTURE ACQUISITON REGULATIONS (AGAR) 436.602-1(a): (6) adequacy of facilities for performance of the work, including those necessary to provide specialized services that may be required (include, within Block 10 of the SF-255, a complete listing of all facilities, equipment and software that will be used on this project); (7) volume and nature of present workload as it relates to ability to perform the work required; (8) experience and qualifications of proposed key personnel and proposed subcontractors, including specialized technical skills, project coordination and management skills and experience in working together as a team; (9) availability of additional contractor personnel or consultants to support expansion or acceleration of the project. CRITERIA REQUIRED BY FOREST SERVICE ACQUISITION REGULATIONS (FSAR) 4G36.602-1(a), to be applied after application of the above criteria: (10) the volume of work under previously awarded Forest Service contracts will be evaluated with the objective of affecting an equable distribution of contracts among qualified A-E firms, including minority firms, that have not had prior Forest Service experience; (11) Subcontracting with certified 8(a) or other small disadvantaged businesses (that is, potential contractors who are subcontracting, or will subcontract, with certified 8(a) or other small disadvantaged businesses). These firms will continue to receive preference until small business goals have been met. (GAO decisions B-223059 and B-223243); (12) Proposed use of ``recovered materials'' (FAR 23.402) or other technical methods which show a superior approach in use or disposal of materials. Interested firms shall submit Standard Form 254, Architect-Engineer and Related Services Questionnaire, to provide information concerning the firm's general qualifications; and Standard Form 255, Architect-Engineer and Related Services Questionnaire for Specific Project, to provide more detailed information concerning qualifications specific to the project.
