R -- ADDITION OF COMMENT LINKAGES TO MEDLARS SOL NLM RFP 95-104/MLM DUE 041395 POC Lynn Montalvo, Contract Specialist; Patricia S. Page, Contracting Officer/(301) 496-6546. The National Library of Medicine (NLM) has a requirement for linking indexed citations to subsequently published comments. NLM will provide photocopies of items flagged by indexers as comments, and the project will involve identifying information necessary to locate the item(s) commented upon, searching and editing records in several of the databases in the Library's computer system known as MEDLARS (Medical Literature Analysis and Retrieval System). Firms will need a telephone line and communications software such as KERMIT or PROCOMM+ to be able to establish a communications link to NLM's 3090 computer at a minimum rate of 1200 baud (lines supporting 2400 and 9600 baud are also available). Geographical location may limit the choice of baud rates for connecting to MEDLARS databases: check the MEDLARS Phones List to identify the baud rates available from your area. Records in the following database files will be searched: MEDLINE (MEDLARS online, the main bibliographic database which contains citations from the biomedical journal literature from 1992 to the present), its backfiles (for older citations), and HEALTH (which contains citations taken from MEDLINE when they deal with administration and planning of health facilities). NLM will provide two external Hayes 9600 baud modems (which can also be set at 1200 or 2400, if necessary, for searching MEDLARS databases) and software for accessing two dedicated PC workstations located at NLM to edit MEDLARS citations using NLM's MEDLARS Citation Maintenance System software (MCMS). MCMS is a PC based system that uses a full screen forms editor containing all the validation tables built into the Library's online Automated Indexing Management System (AIMS). The Government will identify significant commentary in current English language journals beginning with a publication date of 1989. A photocopy of the comment will be supplied to the Contractor, along with a copy of the journal throughput card which provides journal title, volume, and date for the issue in which the comment appears. The Contractor will 1) identify information necessary to locate the items commented upon in MEDLINE or its backfiles; 2) search MEDLINE and its backfiles to locate the original bibliographic citation for the item being commented upon, getting a printout of each record, also searching for and obtaining a printout of the bibliographic citation of the commenting item; 3) search to see if the item commented upon is in the Health file, the presence or absence of which is to be recorded on the printout; 4) set-up the record for file maintenance, annotating the printout with the appropriate changes to be made to the record; 5) use MCMS to add these changes, obtaining a printout for each record maintained and proofreading each record for accuracy; and 6) return the photocopied material provided by NLM along with printouts of the annotated MEDLINE citations and printouts of records maintained using MCMS. The Contractor will be expected to provide comment linkages for between 800 - 1,200 commenting items per month. This requirement is set-aside 100% for small businesses. It is anticipated that a one-year, fixed price, indefinite delivery (indefinite quantity) type contract will be awarded. The contract will contain options for two (2) successive one-year periods and options for additional quantities in each year. The Request for Proposal (RFP) will be available approximately fifteen calendar days from publication of this annoucement. All responsible sources may submit a proposal which will be considered by the National Library of Medicine.
