HUD New York/New Jersey area requires contractor support in processing applications for mortgage insurance for multifamily projects to be insured pursuant to various sections of the National Housing Act, as amended. Under Delegated Processing, HUD will delegate certain processing and underwrtiting responsibilites to contractors, including those who are not HUD-approved mortgagees. The services required include valuation (appraisal), cost estimating, architectural/engineeering, and mortgage credit (financial analysis) functions of multifamily mortgage insurance processing. The delegated processing contractor will complete the preliminary underwriting analysis and submit recommendations to the HUD Field Office. The Field Office will review the processing documentation and recommendations, make the final underwriting determination, and issue the committment, if warranted. Performance period is one year from the date of award with two, one year options, to renew. All responsible sources may submit an offer which shall be considered by HUD.
