The U.S. Army Engineer Division, Huntsville, intends to award a sole
source contract for an Environmental Impact Assessment of Projects
training course to the University of Alabama in Huntsville, AL. The
basis for this action is 10 U.S.C. 2304(c) (1). This course shall
comprise thorough and consistent instruction for U.S. Army Corps of
Engineers environmental planners in water resources studies. It shall
be consistent with the Environmental Quality Procedures as set forth in
the Economic and Environmental Principles and Guidelines for Water and
Related Resources Implementation Studies (Water Resources Council,
March 10, 1983). The Planning Guidance Notebook of the U.S. Army Corps
of Engineers (Engineer Regulations (ER) 1105-2-100, December 28, 1990)
and related Engineer Pamphlets and Engineer Circulars and applicable
Engineer Regulations shall also form the basis in designing lesson
plans for instruction. In addition, this course shall also be
consistent with the Regulations for Implementing the Procedural
Provisions of the National Environmental Policy Act (40 CFR Parts
1500-1508, council on Environmental Quality, revised July 1, 1986).
This course shall cover information and assessment procedures which are
basic and useful to the practitioner within the Corp of Engineers. This
course provides the student with a working knowledge of the
environmental impact assessment process and the procedures to follow in
preparing an environmental impact statement (EIS) and other types of
environmental impact assessment documents. Based on previous history,
The University of Alabama in Huntsville is the only known source that
has the capability and qualifications to provide the Government with
these highly specialized training services. The instructional staff
shall consist of two qualified personnel, a primary lead instructor and
an assistant instructor. Course location, dates and sessions are as
follows: Session 95-07, 22-26 May 95, Huntsville, AL; Session 95-08,
25-29 Sep 95, Huntsville, AL. This is not a formal solicitation. This
synopsis of intent to award a sole source contract is not a request for
proposals/offers. Contractors who can provide the U.S. Army Engineer
Division with the services to administer and teach the course sessions
as specified above are invited to submit in writing an affirmative
response, which includes, as a minimum, the proposed credentials and
qualifications, any additional information indicating a bona fide
ability to meet this specific requirement. All responsible sources may
respond to this synopsis, and all such responses will be considered by
the Agency. If no written responses are received within 15 calendar
days, a sole source contract will be issued. See Numbered Note 22.
