Systems Command (NAVSEA) is planning to conduct a limited competition
between Hughes Aircraft Company (HAC) in Forest, MS and Westinghouse
Electric Corporation (WEC) in Cleveland, OH for the FY95-98
requirements of the MK48 ADCAP Torpedo MODS Program. RFP
N00024-95-R-6190 will contain a base year (FY95) and three (3) option
years (FY96-98). Each year of the RFP will consist of hardware,
engineering/installation services, proofing support, and turnaround
kits to support fabrication and delivery of MODS Guidance and Control
(G&C) upgrades and Torpedo Propulsion Upgrades (TPU). The requirements
for the upgrades are: FY95 - 37 G&C and TPU; FY96 - 51 G&C and TPU;
FY97 - 181 G&C and TPU; and FY98 - 182 G&C and TPU. In addition to the
above, each year will contain a requirement for 100 Warhead Electronic
Sensors and FY96 will contain requirements for Support and Test
Equipment upgrades and IMA/Depot Support Equipment. HAC and WEC are the
only qualified producers of the MK48 ADCAP Torpedo. Fabrication and
proofing of the upgraded components require specialized and detailed
knowledge of the MK 48 ADCAP Torpedo system as well as unique test
