532-5204. DRIVERS' VISION ENHANCER AN/VAS-5. Reference CBD notice 1285
dated 16 Feb 95, a PreSolicitation Notice for a Firm Fixed Price
Production Contract for the production, testing and delivery of 169
AN/VAS-5 Drivers' Vision Enhancer (DVE) units plus spares. The DVE is
a thermal imaging system that converts infra-red energy into electrical
signals which are then processed and displayed to drivers of Combat and
Tactical Wheeled Vehicles. The AN/VAS-5 replaces the AN/VVS-2 Drivers'
Night Viewer. This contractual effort will require delivery of 169 DVE
systems plus spares for the US Army Operation Desert Storm (ODS)
Bradley Fighting Vehicle System (BFVS). There will be an additional 164
units for the ODS BFVS, 34 units for the XM58 Smoke Vehicles, spares
and 26 units plus spares for the Armored Gun System (AGS). Contract
award is expected by 31 August 1995. Delivery of first units is
required by 1 August 1996 to meet critical fielding requirements.
Deliverable hardware must pass a two week field trial as part of IPT.
This is not a request for proposals. Government representatives will be
available for ''one-on-one'' (face to face) sessions with potential
offerors pertaining to DVE Solicitation DAAB07-95-R-J991. These
sessions will be available prior to submission of proposals. The
purpose of the sessions is to further the understanding of potential
offerors as to the Government's requirements; afford industry an
opportunity to discuss any perceived issues with regard to the
solicitation and to allow the Government to receive the benefit of
industry comments. The Government will not critique a potential
offeror's intended proposal and these sessions should not be used by
offerors to market their products. These sessions are not the
commencement of negotiations. Evaluation of proposals and the source
selection decision will be based solely upon the content of the
offeror's written proposal submitted in response to the request for
proposals. Proprietary information is not being solicited. Information
considered by potential offerors to be proprietary should be
identified as such. These sessions will be available on or about 15
March 1995. Each session will be limited to approximately 60 minutes.
Requests for a ''one-on-one'' session must be in writing and received
NLT 8 March 1995. Requests must include: a. Name of Company, b.
Address, c. Point of Contact, d. Phone Number, e. Fax Number, f.
Topic(s) for Discussion (with prepared questions, if any) and g.
Suggestion of Type of Government Personnel Needed to Attend. A written
record of the session will be maintained by the Government. It is
suggested only potential prime offerors and/or Key Team Members request
one-on-one due to limitation of availability of Government personnel.
