66 -- DIRECT CULTURE MICROBIAL ANALYZER SOL C500270T1 POC Contact Point, Valen Wade, (513)366-2144, Contracting Officer, Lisa Bentley, (513)366-2041 The U.S. Environmental Protection Agency (EPA) intends to enter into negotiations on a sole-source basis with Spiral Biotech of Bethesda, MD. for the acquisition of a Direct Culture Microbial Analyzer. Specifically, the analyzer must be able to dilute and spread bacterially contaminated liquids onto a bacterial media in a plate and be able to cover three logs of dilution and achieve duplicates on the same plate. The analyzer shall also automatically count the colony forming units on the plate, calculate the dilutions and result in identifying the number of colony forming units per ml of contaminated liquid. The authority for entering into negotiations on a sole-source basis is 41 U.S.C. 253(c)(1) since there are no other known sources that have commercially available equipment that can fulfill the Agency's requirement.
