99 -- PHILIPPINES: 8471 automatic data processing the National Power Corporation (npc), the Philippines' largest Power generating government entity has received a loan from Asian Development Bank (adb) towards the cost of part C2 computerized materials Management system (cmms) project under adb loan no 914-phi 14TH Power project and intends to apply a portion of the proceeds of this loan to eligible payments under the contract for which this invitation for prequalification is issued the npc intends to prequalify suppliers for the supply, delivery, installation of software & hardware, system integration, testing and implementation of computerized materials Management system (cmms) project the cmms is composed of two (2) major systems namely the materials Management system & maintenance Management system the cmms package shall include: the materials Management software to support npc's materials Management systems, I E., purchase requisition, procurement, traffic, warehousing and inventory, property control, asset disposal, materials cataloging and vendor accreditation; the maintenance Management software to support npc's maintenance functions I E., preventive, predictive and corrective maintenance and life cycle cost Management; the systems software and tools for implementation and support of application systems, which supports open client/server environment the computer hardware to run application software, including application/database servers, lan/wan facilities workstations and other peripherals; the Services required for the successful implementation of the cmms covering but not limited to site environment planning/preparation/installation of hardware and software to thirteen (13) priority sites distributed country-wide; data conversion of existing databases to oracle; systems integration to include customization of application software and/or re-engineering technical training of npc staff; operation and maintenance support Services, and other goods and Services deemed necessary to make the cmms operable prequalification is open to applicants who are eligible bidders from member countries of adb, alone or in joint venture, have sufficient qualifications and have established after sales Services for installing systems of similar nature and complexity to npc's requirement applicants should have analyzed, designed, cataloged, installed and in successful operation the proposed cmms software package for at least three (3) Power generation companies of comparable size to npc (in terms of 800 mw plant generating capacity, pesos 5 5B (usdlr 220M) worth of inventory and/or approximately 200,000 line items on stock, within the last five (5) years the contract will be awarded to a single systems integrator/lead contractor applicants should meet the minimum financial criteria as reflected in their financial statement for year end 1994, minimum paid up capital of not less than usdlr 2M, total assets of not less than usdlr 4M, total sales of not less than usdlr 8M in addition, the financial position for the years 1992 to 1994 should demonstrate soundness and stability more specifically in terms of current ratio, asset turn-over and equity ratio applicants May secure the prequalification documents starting 6 March 1995 at the Contracts Management office (cmo), 2ND floor, bldg no. 2, National Power Corporation, Agham Road Corner Quezon avenue, Diliman, Quezon City, Philippines upon presentation of a letter of intent and payment of a non-refundable fee of pesos 1,000 00 or usdlr 45.00 per copy in the form of cash, demand draft, or international money orders payable to the National Power Corporation, plus separate mailing charges for foreign bidders submission of applicatio ns for prequalification must be received in sealed envelopes at the office below not later than 5 00 P.M. on 17 April 1995 and be clearly marked quote application to prequalify for the supply, delivery, installation, system integration, testing and implementation of computerized materials Management systems (cmms) project unquote send all communications to Mr Lino S.
