bankruptcy procedures; 5) firms that have -- since 1989 as the main
contractor -- actually constructed an underground structure made of
reinforced concrete by the open-cut method of at least 5 meters
excavation depth and 4 meters width, covering Road surfaces, on a
currently- used Road of at least 4 lanes note: only Construction
projects in which bidder has had a 30 percent or greater share are
eligible for consideration; 6) firms that can assign to the
Construction site a full-time chief engineer or engineering supervisor
who meets the following criteria a) is qualified as a certified
first-class Construction supervisor or equivalent or higher; B) has --
since 1984 as the main contractor -- had experience with Construction
of a similar Project; and C) in the case of engineering supervisor, is
qualified to supervise designated Construction works; 7) firms not
currently suspended from designation by the Director of the Kinki
Regional Construction Bureau; and 8) firms not related by capital or
personnel to the contractors involved in this Project bid documents
must be obtained directly from the submitting agency, not from U S.
