B -- TESTING AND ANALYTICAL SUPPORT FOR REGULATION OF MOTOR VEHICLE FUELS AND FUEL ADDITIVES SOL C500308T1 POC Contracting Officer, Sandra V. Savage, (513)366-2046 The EPA, Office of Mobile Sources (OMS) requires a contractor to provide flexible chemical analysis, health/welfare effects and other testing support for regulation of fuels and fuel additives (F/FA) and their combustion and evaporative products. This requirement includes support for characterization of regulated and unregulated pollutants from vehicles/engines operating on conventional, reformulated and/or alternative fuels. Also included are requirements for modeling of petroleum refining, alternative fuel production and production of additives for conventional, reformulated and alternative fuels; analysis and modeling of air quality, health and welfare effects associated with F/FA; and safety testing/analysis of F/FA. Such projects will be specified under a level of effort contract, sometimes with rapid turn-around response and may require work on multiple work assignments concurrently. All fuels and/or fuel additives producers shall be considered ineligible for award of any contract resulting from this solicitation. A cost-plus-fixed-fee, level of effort, term type contract is contemplated with a 12-month base term, plus two (2) 12-month options to extend the term. The base level of effort for each term is approximately 10,000 direct labor hours. Options to increase the level of effort within each term by up to 5,000 direct labor hours will also be included. All responsible sources may submit a proposal which shall be evaluated by EPA in accordance with technical evaluation criteria specified in the RFP. REQUESTS FOR RFP C500308T1 MUST BE IN WRITING.
