COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 27,1995 PSA#1291Department of Transportation, National Highway Traffic Safety
Administration, Office of Contracts and Procurement, NAD-30, 400
Seventh Street, SW, Room 5301, Washington, DC 20590 B -- DEVELOPMENT OF AUTOMATED PROCEDURES FOR ASSESSING THE BEHAVIOR OF
DRIVERS APPROACHING CHECKPOINTS SOL DTNH22-95-R-05052 DUE 042495 POC
Henrietta R. Mosley, Contract Specialist, (202) 366-9570 Past research
suggests that some drinking drivers are not being detected by police
at sobriety checkpoints. Alcohol impaired driving behavior at the
approach to the checkpoint may not be readily visible to the naked eye
of police officers. Further advancements in detecting alcohol impaired
drivers at checkpoint locations may be made during the vehicle's
approach to the checkpoint or after the vehicle has stopped and the
driver is interviewed in their vehicle by an officer. One objective of
this study will be to determine whether there are checkpoint approach
behaviors associated with alcohol that can be detected at simulated
sobriety checkpoints using existing equipment. Another objective will
be to assemble a prototype Automated Checkpoints Approach Alcohol
Detection System (ACAADS) for use on subsequent research at real
checkpoint locations. Such a system would collect and interpret data so
that a simple display (e.g., a red light) would alert police to conduct
a more intensive investigation which could result in more drivers being
arrested for alcohol impaired dirving. A fifteen (15) month performance
period is contemplated. Requests for this solicitation must be in
writing. The anticipated issue date of the solicitation is on or about
March 22, 1995. (0054) Loren Data Corp. http://www.ld.com (SYN# 0010 19950224\B-0003.SOL)
