CA 94066-5006 C -- A-E SERVICES FOR FY97 MILCON PROJECT P-292, IMPROVEMENTS TO HOT
REFUELING AREA, NAS FALLON, NV SOL N62474-95-C-2546 Firm Fixed Price
Architect Engineer Services are required for preparation of final
construction plans, specifications and cost estimates, field
investigations with reports, and construction contract support services
(CCSS) for a new Addition to Hot Refueling Area and related work. This
procurement is unrestricted. Construction contractor submittal review,
construction field inspection, Operation and Maintenance Support
Information (OMSI) Manuals preparation, and as-built preparation may be
required. Contract award is contingent on availability of funds. One
(1) contract will be awarded from this synopsis. Only authority for
synopsis, slate and selection is available at this time. The contract
will be identified as N62474-95-C-2548, Addition to Hot Refueling Area,
Naval Air Station, Fallon, NV. Standard design criteria and definitive
drawings will be used to the maximum extent possible in preparing the
hot fueling system design. The project is required to modify 3 hot
refueling stations to provide universal fueling capability by adding a
center pivot refueling outlet at each station, constructing a hot
brake cool down area, adding a 13,100 SY aircraft taxiway entrance to
the existing hot pits and associated taxilane lighting. The estimated
cost is $1,900,000. The project scope and cost are subject to
adjustment. A-E selection criteria will include (in order of
importance): (1) RECENT SPECIALIZED EXPERIENCE (within the last 5
years) of the firm and proposed consultants in the preparation of
engineering and other related studies, plans and specifications for the
repair, improvement or design of facilities of the types listed above
with the emphasis on Petroleum Oil Lubrication (POL), Mechanical and
Civil design. Experience shall also address infrastructure
improvements, site utilities, airfield pavement, fire protection
systems, and life safety considerations. (2) PROFESSIONAL
QUALIFICATIONS of the individual design team members (in-house and
consultants). The experience and roles of key design personnel,
specifically on related projects addressed in criterium one above. (3)
PAST PERFORMANCE on contracts with government agencies and/or private
industry in terms of quality of work, compliance with schedules, and
cost control. The A-E firm's quality control program, including
performance of quality control on prior Department of Defense
contracts. The A-E contractor's performance of quality control and
proposed quality control program shall also be addressed during the
selection interview. Demonstrated long term government or private
business relationships, repeat business on related efforts and
construction support. Performance on estimating the probable project
construction costs including budget control throughout the design stage
as well as actual bid results. Knowledge of bid climate and related
impact factors for the general areas of consideration for this
contract. (4) CAPACITY to accomplish the contemplated work within a
minimum reasonable time limit as demonstrated by the impact of this
work load on the firms' and consultants permanent staff, projected work
load during the anticipated design service period, the firms' history
of successfully completing projects in compliance with performance
schedules and providing timely construction support. Provide specific
experience and related time frames for accomplishment of similar
efforts. If consultants are involved, address the history and the
nature of the working relationship. (5) LOCATION of the firm within the
general geographic area of the contract and knowledge of the locality
of the contract, including appropriate selection of construction
material and methods. (6) VOLUME of work previously awarded by the
Department of Defense (DOD) for the past 12 months to the firm (DO NOT
PROVIDE THIS INFORMATION SINCE THE GOVERNMENT HAS THE DATA), with the
objective of effecting equitable distribution of contracts among
qualified Architect-Engineer firms, including small and minority-owned
firms and firms that have not had prior DOD contracts. A Large
Business will be required to submit a subcontracting plan if selected.
Those firms which meet the requirements described in this announcement
and wish to be considered, must submit an SF 255. In order to expedite
your firm's consideration regarding the above criteria by the board,
the following application data from the SF255 Blocks 7, 8, and 10 may
be presented as follows: (Block 7) Provide a matrix for the design team
including alternates. Individual rows should be labeled with the team
members' names and their proposed team assignments. Columns should be
labeled as follows: firm name and office location; percent of time to
be spent on this team; professional registration in California; number
of years of professional experience; number of years with current
firm; for project managers and team leaders, identify the number of
teams (design, subcontractors, and joint venture partners) they have
managed over the past three years; highest education level and area of
specialization (example: BS, mechanical engineering).(Block 8) In
matrix form, identify which team members worked on the projects listed
as firm experience and in what capacity. Individual rows should be
labeled with the projects' titles. Columns should be labeled with the
team members' names. (Block 10) Include a tabular listing of all
excellent performance ratings and letters of commendation from both
private and DOD clients (Designate your role: prime, subcontractor or
joint venture partner) These ratings should be dated 1990 or later and
should include those for joint venture partners and subcontractors.
Provide a list of projects to be used for evaluation of criteria (1)
that started construction since 1990 and include at least the following
data: client's contact and current telephone number, clients need date,
design completion date, construction completion date, percent
differentials between contract award amount and estimated construction
cost (note whether bid, negotiated). For the proposed Project Manager
illustrate with specific examples, experience since 1990 in managing
similar contract types or management of multiple delivery requirements
at the same time. Provide a chart (in number of hours) comparing the
proposed team's available capacity with their actual commitments for
the next 12 months. Provide a list of recent projects performed by the
firm or joint venture partners and appropriate subcontractors in the
contract geographic area. At the selection interview, A-E firms slated
for interviews must submit their Design Quality Assurance Plan (DQAP),
including an explanation of the management approach, an organizational
chart showing inter-relationship of management and design team
components, specific quality control process, a portfolio of design
work (both new construction and upgrades to existing facilities), a
listing of present business commitments and their required completion
schedules, and performance references other than the Engineering Field
Activity, West (or its former name, Western Division), personnel
(include 3 or more with names and telephone numbers of the contract
administrators). For consideration, provide one submittal package,
including one original SF 255 and one original SF 254 for each firm
proposed. The SF 255 with attachments shall be limited to no more than
30 pages and prepared in 10 point font minimum. Every page that is not
an SF 254 will be included in the page count. The submittal must be
received in this office (Bldg. 201, 2nd floor, ATTN: Annette Ordonez)
no later than 3:00 pm local time at San Bruno, CA., on 31 MAR 1995.
Submittals received after this date and time will not be considered.
Include telefax numbers in Block 3a and Contractor Establishment Code
(formerly the DUNS number), Commercial and Government Entity (CAGE)
Codes if known, A-E Contractor Appraisal Support System (ACASS) Code if
known, and Taxpayer Identification Number (TIN) in Block 3. Label lower
right corner of outside mailing envelope with ''A-E Services, Contract
No. N62474-95-C-2548.'' Site visits will not be arranged during the
