Quantity Contracts for Design Services at Bolling AFB DC. --
Architectural-Engineering services are required to develop construction
contract documents. Five or six companies will be chosen through the
selection process. Each A-E firm must be qualified to work in one or
all of the specified areas of discipline: (1) Roofing and Structural-
A-E must have, on staff or access to, State Licensed structural and
roofing engineers with expertise and experience in designing and
inspecting a variety of roofing systems. These systems include gable
and hip sloped roofs built with wood and metal trusses covered with
asphalt shingles or slate, flat Built up Roofs consisting of single and
four ply membranes, and EPDM roofing systems. The A-E shall have
capability to investigate and analyze structural members typical in
permanent building and pre-engineered facility construction. A-E must
be able to analyze structural integrity of masonry, concrete block, and
steel framed walls. (2) Civil- A-E must have, on staff or access to,
State Licensed civil engineers with the expertise and experience to
perform structural and geotechnical investigations, studies, and
analysis of above and below condition of concrete foundations and
roads, asphalt roads, and soil conditions. A-E must be able to perform
topographic surveys and drainage studies and write report on possible
solutions based on field study. A-E must have the capability to locate
a wide variety of underground utilities and perform traffic studies.
(3) Mechanical- A-E must have, on staff or access to, State Licensed
mechanical engineer with the experience and expertise in a variety of
heating, ventilation and air conditioning systems used on Bolling AFB,
DC. DX expansion units, Chilled Water (CW), High Temperature Hot Water
(HTHW), and Geo Thermal are some systems presently used on Bolling AFB.
A-E must have experience with CW and HTHW systems at the plant and
facility level. A-E must have experience in designing and trouble
shooting of Direct Digital Control (DDC) energy management systems such
as Landis and Gyr and/or Honeywell. A-E must be able to perform in
depth analysis of existing systems to evaluate energy effectiveness of
the system and give recommendations to increase energy efficiency.
This applies to plant and facility levels. (4) Electrical- A-E must
have, on staff or access to, State Licensed electrical engineer with
the experience and expertise in investigating, studying and analyzing
high, medium and low voltage distribution systems. A-E must be able to
develop and define load demands on current base distribution system as
well as for individual building so that construction and repair
projects can be developed to support a complete and adequate electrical
distribution servicing the entire base and single facilities, meeting
all present and future demands. A-E shall be able to perform
coordination studies, short circuit analysis, load demands calculations
and overcurrent protection studies for the electrical distribution of
the entire base or a single facility. A-E must be familiar with both
the radial and loop distribution system. (5) Architectural - A-E firm
must have, on staff or access to, state registered architect with the
expertise and experience in designing and developing projects for
traditional construction or historic restoration. A-E must be able to
perform interior design studies, space utilization analysis, and
exterior compatibility investigations and develop recommendations based
on the findings of field data. A-E must have experience designing
aesthetically pleasing commercial, industrial and residential
facilities that are energy efficient. (6) All interested A-E firms must
have an on call capability in their respective disciplines for response
to emergency base situations. The firm must be willing to do extensive
interviews and field investigations to acquire all necessary data to
design a complete project based on a fully developed scope. All firms
must have AutoCad capability and be willing to prepare design documents
to comply with Air Force standards and policies. -- Five or six
contracts are contemplated. The performance period for each contract
will be a basic year and one option year. The initial delivery order
may exceed $299,000. The Indefinite Quantity Contracts will have a
maximum monetary limit of $750,000, per year with a minimum of $5,000.
Firm selection will be based on the following criteria: (1)
Specialized experience of the firm in the types of work requested; (2)
Availability of experienced key personnel; (3) Capacity of the firm to
accomplish the work in a timely manner; (4) Past experience of the firm
with respect to similar level work; (5) Location of the firm in the
general geographical area of the work; (6) Volume of work previously
awarded by the Department of Defense. -- The proposed procurement
listed here is unrestricted. A-E firms which meet these requirements
described in this announcement shall submit a complete Standard Form
254 and 255, US Government Architect/Engineer Qualification to the
contracting office above. Firms responding to this announcement by 95
Mar 17 will be considered.--No other general notification for this
project will be made and no further action beyond submission of the
