99576 C -- ARCHITECT-ENGINEERING SERVICES, KANAKANAK HOSPITAL, DILLINGHAM,
AK Contact Helen Faith, Procurement Officer, 907/842-5201. The Bristol
Bay Area Health Corporation requires the ongoing services of an A/E
for planning, design, and construction of a variety of projects related
to healthcare facilities within the Corporation's service area.
Initially, services will include: (1) a space planning study for the
Kanakanak Hospital; (2) the development of a site master plan for the
Kanakanak Hospital compound; and (3) the planning and design of a
heating, ventilation, and air conditioning system for the Kanakanak
Hospital administrative offices. The Kanakanak Hospital and
administrative office are located approximately six miles southwest of
Dillingham, Alaska. The facilities are owned by the federal Government
and operated by the Bristol Bay Area Health Corporation under an
agreement with the Indian Health Service. The ten bed, 36,000 sq. ft.
hospital was constructed in 1985-86 and includes inpatient and
outpatient services. Connected to the hospital are administrative
offices which are housed in the former 23,000 sq. ft. hospital
building. In addition, the Kanakanak campus includes an alcohol
treatment center (Jakes Place), 38 units of staff housing (14 separate
structures), and various utility buildings. The space planning study
will determine and evaluate existing space use within the
hospital/adminstrative complex to identify needs for facility changes
and/or expansion. The site master plan for the Kanakanak Hospital
campus will include a boundary survey, soils classifications, as-builts
and evaluation of the existing infrastructure and its ability to meet
future needs, and recommendations for future expansion projects to
accommodate program needs. The planning and design of the HVAC system
to serve the administration building will incorporate decisions and
recommendations reached as a result of the space planning study and
site master plan. The A/E team shall be prepared to provide the
following range of project management, consultant, and specialty
services: architectural, civil, geotechnical, structural, mechanical,
electrical, fire protection engineering, energy conservation, cost
control, interior space planning and design, healthcare programming,
value engineering, cost estimating, and construction surveillance. The
use of AutoCad will be required in the development of space plans,
site master plans, and HVAC design. The design of architectural and/or
engineering work shall be accomplished by or reviewed and approved by
architects and/or engineers registered to practice in the State of
Alaska. Business arrangements for normal consultant/subcontractor
services must be described fully. The estimated cost for the planning
studies, HVAC design, and HVAC construction is $500,000-$1,000,000.
Evaluation factors in this A/E selection are listed below in desending
order of importance, except for evaluation factors #1 and #2 which are
of equal importance: 1. Professional qualifications of the design team
for satisfactory performance of required services including the active
participation by registered architect and/or engineer key personnel,
and effective management of design teams. 2 Demonstrated current
planning and design experience in all applicable aspects of rural
health care facilities by the project manager and team members;
demonstrated experience in working with team members. 3. Past
performance on contracts with the Indian Health Service and private
industry in terms of cost control, quality of work, compliance with
performance schedules, and design service quality control. 4. Knowledge
of the Bristol Bay Area Health Corporation service area and healthcare
system. 5. Capacity to accomplish the work in the required time. 6.
Degree of Native American ownership and/or employment of Native
Americans by the A/E team. The A/E contractor or its subsidiaries or
affiliates who perform the A/E work for this project shall not be
eligible for award of any subsequent construction contract for this
project. The type of contract for this project will be a firm fixed
price contract. The estimated start date is June 1995. The contract is
subject to the establishment and approval of an agreement betweeen
BBAHC and the Office of Engineering Services, Region X, Health and
Human Services. No materials, equipment, or supplies are provided by
BBAHC to carry out the work required under this contract. This is not
a request for a price proposal. An offeror who includes pricing
information with his submittal will be disqualified from further
consideration under this selection. Submittals shall include SF-254 and
SF-255 (Standard Forms 254 and 255) listing A/E experience and
qualifications. FOUR COPIES OF THE SUBMITTAL MUST BE RECEIVED BY 4:30
