Electronic Systems Center (ESC) hereby submits this Notice of Contract Action (NOCA) for the Operation and Maintenance of the Milstar Command Post Terminal (FRC-181(v)1) at Ft. Belvoir, VA. The acquisition will consist of standard terminal operations and equipment maintenance on a 24 hour per day, seven days per week basis for approximately a 9 month period, commencing on or about March 27, 1995. This effort includes the installation of approved field modifications and troubleshooting/ replacement of failed equipment in accordance with system technical data, and on-the-job training for U.S. Army personnel. A Request For Proposal (RFP) is scheduled for release on or about 28 Feb 95. A limited competition between Raytheon Service Company and Rockwell International is planned. The basis for this limited competition is that Raytheon Service Company and Rockwell International were the only firms responding to the Market Survey published 26 Jan 1995, which met the requirements outlined therein.
