Notice of intent to issue a BOA order to Teledyne Ryan Aeronautical, 2701 Harbor Drive, San Diego, CA under existing BOA F04606-94-G-0007 for engineering and technical services in support of BQM-34S and AQM-34L/M aerial target vehicles on a sole source basis. Services include (1) provide on site field engineering technical support; (2) provide technical support of BQM-34S and AQM-34 L/M aerial targets for buildup, augmentation, console recovery, autoflight systems, engine systems checks, installation of recovery systems and flight operations; (3) provide technical assistance to resolve Quality Deficiency Reports, Engineering Investigations and Technical Publication Deficiencies; and (4) provide technical support at Design Reviews, Integrated Logistics Systems meetings, operational briefing and other technical meetings. Teledyne Ryan is the sole designer and manufacture of BQM-34S target systems. As a result, they are the only firm possessing critical proprietary information, drawings and technical data necessary to provide the engineering and technical services to support the target systems. Place of performance is NAWC, Point Mugu, CA. Period of performance is the date of the BOA order through 30 SEP 1995. Responses to this intent to place a BOA order, other than Teledyne Ryan, shall be submitted in writing no later than 15 days from the publication date of this synopsis and shall provide complete pricing information and sufficient technical information to permit agency analysis to establish a bonafide capability to provide the engineering and technical services. There is no solicitation document, therefore, requests for such a document shall be considered invalid for the purpose of determining whether the respondent has a bonafide capability to meet the stated requirements.
