project consists of constructing a major portion of the summit
facilities for the Smithsonian Submillimeter Array Facility on Mauna
Kea, Hawaii. The construction consists of two (2) prefabricated steel
frame buildings: a 15m x 15m x 14m (50 x 50 x 47 ft) antenna assembly
facility with a 7m x 10m rollup door, lighting and ventilation systems
and with provision for a 30-ton overhead crane (the crane is customer
supplied and installed); and a smaller, 8m x 7m, auxiliary generator
building. Construction includes three building foundations, the two
prefabricated steel buildings mentioned above and the foundations for
one prefabricated modular building (to be purchased later) along with
the associated sidewalks, access ramps and stairs. The building
infrastructure also includes: a complex electrical system with twenty
seven (27) 480 VAC circuits; water and septic systems; a ten-car, paved
parking lot; and connection to the local utility systems. The site
preparation includes the installation, on the nearby terrain, of twenty
one (21) similar concrete antenna foundations, each containing about 75
cubic yds of reinforced concrete. The antenna foundations will be
connected via 1975m of graded pathways and 1975m of 1-meter-deep
trenches containing conduits and electrical power cables to be
installed by the contractor. The project is located at the 4045m
(13,350 ft) elevation of Mauna Kea on the island of Hawaii in an area
known locally as Millimeter Valley. The site is approximately 72km from
the city of Hilo. All prospective bidders are required to attend a
Bidders Conference and Site Inspection tentatively scheduled for
