703-875-6286. The U.S. Department of State, Office of Foreign Buildings
Operations (FBO) is seeking to pre-qualify offerors for rehabilitation
of residential apartments, built in 1951 in Frankfurt, Germany. This
acquisition is 100% Small Business Set-Aside. Only American small
businesses with averages annual receipts not exceeding $17 million
during the past three years are eligible. The project requires the
contractor to provide all labor, equipment and materials for
installation of new electrical, heating and plumbing systems in all
apartments, storerooms and common areas. Plaster and superstructure
repairs will be requiredafter installation. All apartments, storerooms
and common areas, including doors and doors frames, will be painted.
New cabinets will be installed in kitchen and bedrooms. Ceramic floor
and wall tiles in kitchens will be replaced. Living and dining rooms
require repairs and refinishing. New Government furnished carpeting
will be installed over PVC and/or wooden floors in the living and
dining rooms. Old radiators and radiator piping in all areas, including
attics and stairwells, will be removed and replaced. In addition, the
floors and substructures will be repaired as required. The period of
performance will consist of a base period of one year, plus four one
year option periods, for a total maximum period of five years. The
estimated value of construction over the five year period is more than
$10,000,000. Prospective offerors must demonstrate their ability to
obtain performance bonds in the amount of $10,000,000 or more. The
successful contractor is not required to have a security clearance for
this project. The type of contract contemplated is firm fixed price,
indefinite delivery, with priced options. A minimum order of one
apartment renovation will be guaranteed for the base year. Up to 11
apartments may be renovated during the five year contract period.
Prospective offerors must meet the following pre-qualification
criteria, and provide details of their qualifications in writing, in
order to receive the solicitation: A) provide data assuring financial
capability of performing the work; B) show completion of similar
projects between $1,000,000 and $15,000,000; C) show successful
completion of construction and renovation projects overseas; D) show
successful completion of similar projects within the United States; and
E) show completion of renovation projects where the facilities were
inhabited while renovations were taking place. Interested contractors
must request, by mail or facsimile, a pre-qualification application
within 15 days of publication of this announcement from Mr. Ralph
