INTO A RESTRICTED-ACCESS DATA BASE THAT WILL BE DISTRIBUTED To
GOVERNMENT/DOD FACILITIES ACTIVE In THE DEVELOPMENT AND APPLICATION Of
VLAR VEHICLES. WHILE NAVAIR WILL CONSIDER INCLUDING ALL
VEHICLES/CONCEPTS SUBMITTED, The GOVERNMENT IS ESPECIALLY INTERESTED IN
THE FOLLOWING RANGE Of PARAMETERS: (1) CRUISE SPEED 50 PLUS KNOTS; (2)
OPERATING ALTITUDE BETWEEN Sea LEVEL AND 30,000 FEET; (3) UP TO 3 HOUR
TIME-ON-STATION (TOS) At 150 NAUTICAL MILE RADIUS OF ACTION (ROA); (4)
INTERNAL PAYLOAD WEIGHT Up TO 300 POUNDS; (5) TAKE-OFF GROSS WEIGHT Of
LESS THAN 4,500 POUNDS; (6) CONTROLLED HOVER CAPABILITY. IT Is
REQUESTED THAT EACH RESPONSE INCLUDE (IF POSSIBLE): (1) A TECHNICAL
DESCRIPTION Of THE CONCEPT/VEHICLE INCLUDING A TABLE Of PHYSICAL
CHARACTERISTICS, DIMENSIONED THREE VIEW DRAWING, An INBOARD PROFILE
DRAWING AND THREE-QUARTER VIEW LINE DRAWINGS Or ARTIST'S CONCEPTION;
(2) FLIGHT PERFORMANCE PREDICTIONS And PERFORMANCE CHARTS UNDER
STANDARD DAY CONDITIONS, INCLUDING: (a) FLIGHT ENVELOPE (E.G., SPEED
VS. ALTITUDE AT VARIOUS PAYLOAD WEIGHTS) (b) TOTAL ENDURANCE VS.
PAYLOAD IN HOVER AND AT BEST ENDURANCE SPEED; (c) RANGE VS. TIME ON
STATION AT VARIOUS PAYLOAD WEIGHTS; (d) HOVER CELING (OUT OF GROUND
EFFECT); (e) POWER OR THRUST REQUIRED AND POWER OR THRUST AVAILABLE VS.

FLIGHT TEST, FULLSCALE FLIGHT TEST, Etc) SHOULD BE STATED. A
DESCRIPTION OF ANALYTICAL METHODS EMPLOYED, And ANY AVAILABLE
CORRELATION To EXISTING AIRCRAFT, SHOULD BE PROVIDED; (3) A
QUANTITATIVE DISCUSSION Of THE PROCEDURE TO TRANSITION FROM VERTICAL
TAKE-OFF MODE To CRUISE MODE AND VICE-VERSA, INCLUDING TIME AND
ALTITUDE REQUIRED, As WELL A MECHANICAL AND/OR FLIGHT CONTROL MODE
CHANGES; (4) ENGINE TYPE And ASSOCIATED PERFORMANCE DATA; (5) A BRIEF
SYSTEM DESCRIPTION Of THE VEHICLE AVIONICS, CONTROL SYSTEM And GCS; (6)
AIR VEHICLE SURVIVABILITY CHARACTERISTICS For LOW INTENSITY CONFLICT
(I.E. AVAILABILITY TO WITHSTAND BALLISTIC IMPACT And SIGNATURE
CHARACTERISTICS); AND (7) INFORMATION ON PROPOSED MATERIALS FOR USE In
THE AIR VEHICLE, A V-N DIAGRAM FOR SEVERAL ALTITUDES To ILLUSTRATE
