requirement for a commercial Self Propelled Barge that with minimum
effort, can be modified to meet the Coast Guard specific requirements
of the short range aids (SRA) system in inland rivers of Alabama
Florida, and Georgia. The intent is to use a hull that has already been
developed, and add options such as deckhouse, pilothouse, crane, Aids
to Navigation (AtoN) handling equipment and spuds. The barges will be
used to establish, maintain, and replace buoys; overhaul and inspect
buoy mooring systems; conduct depth contour surveys; provide logistical
support for maintenance of fixed navigation and shore structures; and
transport maintenance crews to and from riverbanks. The requirement
consists of a base quantity of three barges with options for two
additional barges. The barge shall be between 60 ft to 65 ft in length
and have a beam of 30 ft or less. LIFT & CARGO CAPACITY REQUIREMENT:
The barge must be capable of lifting 4,500 lbs at the deck's edge. The
barge must be able to transport 30,000 lbs of AtoN equipment. The
barge must have a minimum of 600 sq ft of deck space for equipment and
working area. SPEED, RANGE, AND SPUD REQUIREMENTS: The barge must be
capable of maintaining a speed of 10 knots for 12 hours. While fully
loaded the barge must have a range of 300 nautical miles at crusing
speed. The barge must have a spud down capability, such that the barge
can remain stationary while setting navigation aids. To allow the
barge to work under brush trees near the river's edge, spuds must be
removable. HABITABILITY REQUIREMENTS: Crew facilities shall include a
separate galley, an installed toilet, a shower, a wash sink, and a
minimum of four permanent berths and two convertible berths which can
accomodate male, female, or mixed gender crews. Facilities shall be
adequate to support crew of 4 for 10 days with replenishment away from
homeport. DRAFT REQUIREMENT: The barge must be maneuverable in shallow
water and restricted channels. The bow must be capable of reaching
areas as shallow as 2 feet. The maximum draft of the barge shall not
exceed 4 feet. HULL REQUIREMENTS: The hull must be able to withstand
routine intentional low impact grounding for work along side
riverbanks. THIS PROCUREMENT IS A TOTAL SMALL BUSINESS SET ASIDE. It is
anticipated that Invitation for Bid DTCG23-95-B-590101 will be issued
on or about March 24, 1995 with bids due on or about April 24, 1995.
