U.S. Dept. of Transportation, Office of Commercial Space Transportation
(OCST), Washington, DC. In its licensing program OCST is responsible
for ensuring that the proposed activity does not jeopardize public
health and safety, the safety of property, or any national security or
foreign policy interest of the United States. All four work areas
focus on these goals. The Government may make multiple awards for one
or more of the following work areas: Work Area 1, Enforcement,
Investigations, and Inspections; Work Area 2, Commercial Launch Sites
and Site Operations; Work Area 3, Orbital and Reentry Issues and
Strategy; and Work Area 4, Launch Safety Operations Evaluation. Each
work area includes a base period of performance through Sept. 30, 1996,
and four one-year option periods, ending Sept. 30, 2000. All
responsible sources may submit a proposal which shall be considered by
the Dept. of Transportation. Electronically transmitted proposals
(i.e., facsimile, telex, computer network) will NOT be accepted. The

Women-Owned and Disadvantaged Business Enterprises: The Dept. of
Transportation (DOT), Office of Small and Disadvantaged Business
Utilization (OSDBU), has a program to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital assistance for transportation-related contracts. Loans are
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
line of credit is $500,000. For further information and applicable
