Catherine Poole, Contract Specialist (301) 975-4154 The NIST intends to
enter into a contract with The Logistics Management Institute of
McLean, Virginia, under the authority of 41 USC 253(c)(1)--Only one
responsible source, to assemble a report on the strategic assessment of
the structure and capabilities of defense production. The report will
provide NIST with projections of the technology and capabilities of the
U.S. industrial base as the industry downsizes in response to declining
defense budgets and competitive market pressures. It will identify
strategies that defense industries will use in downsizing defense
production or in merging defense production with the production of
commercial products. This type of understanding of Industry strategies
is extremely important as many unique defense production capabilities
will be lost, and what is in the interest of the individual company
may work to the significant detriment to the defense needs of the
country. LMI will develop an analytical method for modeling the
restructuring process and test it within a pilot sector. The report
will be assembled using capabilities which are unique to LMI as a
Federally Funded Research and Development Center. As an FFRDC, LMI has
special access to both public and private sector information. LMI has
databases composed of confidential information regarding operations of
various defense operations and contractors. As an FFRDC, LMI has a
memorandum of understanding with the Department of Defense, and is
uniquely qualified to obtain otherwise confidential information
necessary for production of the report. The Government anticipates
award of a firm-fixed price contract, with period of performance of one
year from date of award. This notice of intent is not a request for
competitive proposals. Responses shall contain sufficient documentation
to establish a bonafide capability to fulfill the requirement. A
