Morris This is a firm fixed price, indefinite quantity type contract.
The contract term is for one year with two one-year options. The
estimated contract amount for each year is $1,500,000. The contract has
a minimum guarantee of $30,000 and shall not exceed 4.5 million for the
total three (3) year period. The proposed contract listed here is being
considered for 100 percent set-aside for small disadvantaged business
(SDB) concerns. EFA WEST intends to solicit Architect-Engineer and/or
environmental engineering, planning, design, testing and support
services required for compliance with Federal, State and local
Underground Storage Tanks (UST) regulations and associated
environmental issues to include: (a) Prepare remedial investigations
for contaminated sites. Contractor must be able to determine the
vertical and lateral extent of contamination below ground surface,
including ground water. Contractor must also be able to model the speed
and direction of the contamination plume through the subsurface; (b)
Conduct Health Risk Assessments (HRA), Air Toxics Risk Assessments, and
Preliminary Endangered Species Assessments, according to established
federal and state guidelines; (c) Prepare feasibility studies to
determine course of action for a contamination plume. Feasibility
studies must include a cost estimate and time-schedule for each
alternative. Preparation of biddable design documents for remediation
treatment systems may also be required; (d) Perform aboveground and/or
underground storage tank and pipeline tightness tests. Storage tank
tightness tests may involve tanks with a wide range of capacities. The
selected methods used for evaluation must be state-approved, and
accurate for the capacity involved. Pipeline tightness evaluations may
require the use of pressure testing and non-pressure testing methods;
(e) Prepare Environmental Baseline Studies (EBS), which assess the
total environmental status of each base. Prepare documents that are
required to transfer real property at closing bases under lease or
transfer conditions; (f) Prepare environmental permits, and conduct
environmental site or facility compliance evaluations (including
sampling, testing, and laboratory analysis); (g) Prepare plans and
specifications suitable for bidding, including supporting documentation
such as cost estimates, work plans, closure plans, and other reports.
Also provide Construction Contract support services for these
specifications; (h) Provide General Environmental Engineering
consulting services and studies within the Engineering Field Activity
Command's geographic footprint of Central and Northern California,
Nevada, and Utah. The work includes preparation of work plans, study
reports, closure plans, plans and specifications, and cost estimates
related to environmental services. The work may require field visits,
field investigation, soil and water sampling, sub-surface sampling and
laboratory analysis. There will be no requirement to do construction
or removal projects under this contract. The Government reserves the
option to negotiate additional services including Operation and
Maintenance Support Information (OMSI) and construction surveillance
services (Title II). The A&E must demonstrate his and each key
consultant's qualifications with respect to the published evaluation
factors for Architect- Engineering and/or environmental engineering,
planning, design, testing, support and all option services. Selection
will be based on the following criteria which are numbered in order of
importance: (1) Recent specialized experience OF THE FIRM AND PROPOSED
CONSULTANTS in projects similar in scope to the above project
description (i.e. items (a) through (h) above) INCLUDE GOVERNMENT &
PRIVATE EXPERIENCE. This includes demonstrated knowledge of Federal,
State and local codes and regulations concerning air and water quality
issues. Demonstrated knowledge of soil, water, and air treatment
technologies. And knowledge of hazardous substances handling, storage,
shipping, and disposal regulations and procedures. (2) Professional
qualifications of the staff (in-house and/or consultant(s) with respect
to the overall makeup of the project team. The experience and roles of
the key team personnel, specifically on related projects addressed in
criteria element one, should be addressed. (3) Ability of the firm to
accomplish the contemplated work within a minimum reasonable time
frame; as demonstrated by the impact of this workload on the firms'
permanent staff, project workload during the anticipated service
period, the firms' history of successfully completing projects in
compliance with performance schedules and providing timely construction
support. Provide specific experience and relate time frames to
accomplishment of similar efforts. Provide examples of firms' ability
to work on multiple projects concurrently. If consultants are involved,
address history of working relationship. (4) Past Performance (with
emphasis on similar efforts cited in criteria elements (1) and (2) with
government agencies and/or private industry. Demonstrated long term
government or private business relationships, repeat business on
related efforts and construction support. Proven quality control of
design/project documents. Performance on cost control in terms of
budget control throughout the design effort as well as bid results.
History of design related change orders (extras during construction).
Knowledge of bid climate and related impact factors. (5) Demonstrated
ability and commitment of the firm to provide small and small
disadvantaged business subcontracting. (6) Volume of work previously
awarded by the Department of Defense (DOD) to the firm this fiscal year
with the objective of effecting equitable distribution of contracts
among qualified Architect-Engineer firms, including minority-owned
firms and firms that have not had prior (DOD) contracts. No other
general notification to firms for other similar design projects
performed under this contract will be made. Specifically address all
criteria elements listed, except for element (6), in block ten. The
estimated date for the start of the contract is September, 1995. The
estimated completion date for this contract is September, 1998. In
order to expedite your firms consideration regarding the above criteria
by the Board, the following application data shall be substituted in
Blocks 7, 8, 9, and 10 in the SF 255: 1. To demonstrate how the firm
meets the EXPERIENCE criteria: Provide a description of germane, recent
projects with clients for which team members provide a significant
technical contribution. Work on these projects must have been done in
the last 5 years. Indicate how each project is relevant to the work
described herein. In matrix form, identify which team members worked on
the project described above. Projects shall be in the left column and
team members names shown across the top row of the matrix. 2. To
demonstrate how the firm meets the QUALIFICATION criteria: submit a
matrix for the team,including alternates, that contains the following
data about the member's assignment: Team member's name, firm name,
office location, proposed assignment, highest education
level/discipline (example: BS, mechanical engineering), states of
professional registration, number of years of professional experience,
number of years with the firm. Also, for project managers and team
leaders, identify the number of teams (engineering survey
subcontractors, and joint venture partners) they have managed over the
past three years. 3. To demonstrate how the firm meets the CAPACITY
criteria: Submit an organizational chart with the following
information: Principal point of contact, project manager, team leaders,
the name of each team member, all team member assignments, and the name
of at least one alternate for each key person. Summarize your plan for
simultaneously accomplishing multiple projects within one calendar
year. Provide a chart (in number of hours comparing team's available
capacity with their actual commitments for the next 12 months. To
demonstrate how the firm meets the PERFORMANCE criteria: Provide a
tabular listing of all excellent performance ratings and letters of
commendation from both private and DOD clients (Designate your role::
prime subcontractor or joint venture partner). These ratings should be
dated 1989 or later and should include a list of projects managed by
the firm since Jan 1989 and include the following data: client's
contract, contract award date, contract completion date, contract award
amount and contract type (fixed price, cost reimbursement, etc.). 5. To
demonstrate how the firm meets the SB and SDB criteria: Provide the
names of all SB or SDB firms to be utilized in performing the contract.
For each firm provided, indicate whether the firm is an SB or SDB, the
address of the firm, the type of work to be performed by the firm and
the estimated dollar percentage of the contract that this work
represents. The SF 255 with attachments shall be limited to 25 pages
not smaller than 12 pitch font. Every page that is not a SF 254 will be
included in the page count. The submittal must be received in this
office (Bldg. 201, 2nd Floor, ATTN: Annette Ordonez) not later than
2:00 P.M. Pacific Time at San Bruno, CA on 31 March 1995 . If a current
SF 254 is not already on file with this office, it must be submitted
with the SF 255. SFs 254 and 255s received after the designated date
and time will be subject to the provisions of FAR 15.412. Include
telefax numbers in Block 3a and Contractor Establishment Code (formerly
the DUNS number), Commercial and Government Entity (CAGE) codes, if
known, and Tax Payer Identification Number (TIN) in Block 3, Label
