Contracting Officer, Lynn Walling, 404/679-4062 U.S. Fish and Wildlife
Service (FWS), Region IV, in accordance with the Brooks Act and Part
36.6 of the Federal Acquisition Regulations, is seeking a qualified
firm to provide labor, equipment, and materials required to complete a
boundary survey which includes the monumentation of approximately 7
miles of repairian boundary of the Ace Basin NWR, tract 27, known
locally as Jehassee Island, located in Charleston County, SC. In order
to be considered for evaluation you must be licensed in the State of
SC or you will be considered non-responsible. One contract will be
amended. Performance period will be 90 calendar days after award. FWS
will consider the immediate past 10 years as the period of time for
evaluation. The following evaluation factors used for evaluation of
submittals are in descending order of importance. (1) Location in the
general geographical area; this would include mobilization and
demobilization and familiarity with the area; (2) Specialized and
professional qualifications showing the experience of your staff that
would show technical competence in performing boundary surveys; (3)
Past performance on contracts with Government agencies and private
industry in terms of cost control, quality of work and compliance with
performance schedules; (4) Type of field and office equipment
available. (Be sure to include any version of equipment i.e., CADD
Ver.12.); and, (5) Capacity to accomplish work in a required time.
A&E's responding to this notice shall submit a Standard Form 254 and
255 along with any additional information that they deem to be of
benefit to their firm. All evaluation factors must be addressed
separately. Firms shall submit one copy of their qualifications
directly to U.S. Fish and Wildlife Service, Attn: Lynn Walling, 1875
Century Blvd., Suite 310, Atlanta, GA 30345 not later than (30 days).
Offerors are cautioned that qualifications received after the specified
closing date may be considered late. This is not an RFP. To be
classified a small business, a firm's average annual receipts for the
preceding three years, must not exceed $2.5 million. See Note No. 1.
