The U.S. Army Engineer Division, Huntsville intends to award a sole
source contract for instructional services for the training course
entitled ''Computer-Aided Modular Design''. The basis for this action
is 10 U.S.C. 2304(c)(1). The justification for this sole-source action
is that it is impractical to attempt to solicit open-competition for
the revision/update and initial teaching of the MDS course because
IdeaGraphix is the only firm knowledgeable with the MDS software and
has the proven ability to teach the use of CADD programs. IdeaGraphix
is in the process of preparing the computer-aided design and drafting
software called the Modular Design System. The software is currently
under development by Ideagraphix with a scheduled completion date of
May 1995. The training provided shall be integrated with and based upon
the appropriate U.S. Army Engineer Division criteria on the subject.
Offeror shall provide (other than those provided by the Government) all
services, personnel, materials, audio visual aids, training aids, and
travel and lodging necessary to develop, administer, and instruct this
course of instruction. This course presents the user with training in
the operation and use of the CA Modular Design System. Offeror shall
provide a staff that is experienced in developing/revising,
administering, and instructing short courses of instruction. The
Contractor shall provide two full time and three part time instructors
at each class session. Course dates (location is Huntsville, AL) are
as follows: 7-11 Aug 95; and two optional sessions as follows: 24-28
Apr 95 and 1-5 May 95. Other technical evaluation criteria will be set
forth in the solicitation. This is not a formal solicitation. The
synopsis of intent to award a sole source contract is not a request for
proposals/offers. Contractors who can provide the U.S. Army Engineer
Division with the above services to develop student course materials
and instructor teaching materials, and administer and teach the course
as specified above are invited to submit in writing an affirmative
response which includes, as a minimum, the proposed credentials and
qualifications, any applicable pricing data, and any additional
information indicating a bona fide ability to meet this specific
requirement. All responsible sources may respond to this synopsis, and
all such responses will be considered by the agency. If no written
responses are received within 15 calendar days, a sole source contract
