(805) 277-3900, Ext. 2229. A Thrust Measurement System (TMS) is needed
for Test Stand 1A at Phillips Laboratory, Edwards Air Force Base,
California for testing large liquid rocket engines. The TMS will be
capable of axial thrust measurement from 100,000 pounds to 1,600,000
pounds. Side load measurement is not required; however, side loads up
to 350,000 pounds and moments of 3,000,000 in-lbf must be tolerated by
the TMS. The accuracy required is 0.20 percent of full scale. The
accuracy at lower thrust levels should be as high as possible. The TMS
will consist of a fixed bed, a live bed(s), flexures, load cell(s),
calibration cells, and a hydraulic load simulator for calibration of
the TMS. The calibration system must be remotely operated. Contract
performance is projected to start 1 Jun 95 with delivery of the TMS by
30 Sep 95. Award of this contract will be made competitively to the
offeror with the best technical and cost proposal. The Request for
Proposal will be released on or about 21 March 1995 with responses due
30 days later. A site visit for all potential offerors is scheduled
for 29 March 1995. This will be a full and open competitive action.
