FISC Det Washington intends to award a two-party contract for services with Potomac Systems, Inc. at 225 Reinekers Lane, Suite 500, Alexandria, Virginia 22314 for the renewal of the Feds on-line research and tracking system for Fiscal Year 1995. The system shall provide data for Labor Relations/Employee Relations, EEO, and Compensation Cases for the Office of Civilian Personnel Management in Arlington, Virginia. The system shall contain Merit Systems Protection Board case decisions; Federal Labor Relations Authority case decisions; Comptroller General decisions; EEOC decisions; all available arbitrators and their biographical information; decisions of the Assistant Secretary of Labor for Labor Management Relations and FLRC pursuant to E.O. 11491; and Federal Court rulings involving decisions issued by any of the above authorities. In addition to the above, the system should also have on-line access to Title 5 CFR; U.S. Codes; OPM FPM basic manual, letters and related supplements; X-118 Qualification requirements; and GS Classification standards. A Justification and Approval for Other than Full and Open Competition has been prepared under FAR 6.302-1 Only One Responsible Source. All responses from reasonable sources will be fully considered. As a result of analyzing responses to this synopsis of intent, the contracting officer may determine that a solicitation will be issued. If a solicitation is issued, no additional synopsis will be published. Any such solicitation will be issued to the intended vendor and all firms that respond to this synopsis of intent or otherwise request a copy of the solicitation. Interested parties shall submit pricing and technical literature covering the items or services being offered. FAX responses will not be accepted.
