has a requirement for the design, development, fabrication and
verification test of a 2.5m. diameter centrifuge with capability to
support 8 plant/animal habitats, required flight support equipment,
orbital support equipment, and ground support equipment; and a glove
box to conduct science and maintenance protocols while maintaining
biological isolation between the specimens and space station cabin
environ ment, required flight support equipment, orbital support
equipment, plus required software. The centrifuge and glovebox will
become a part of the Centrifuge Facility to conduct life sciences
research on International Space Station Alpha with plants, small
animals, cells and tissues. In additon to the centrifuge and glovebox,
the Facility consists of two (2) Habitat Holding Racks with the
capacity to support 4 habitats each. The contract will require
provision of spares and training for NASA personnel on the use of the
equipment. The period of performance will be approximately seven and
one- half (7.5) years. This procurement requirement is the second phase
of a phased procurement. Competition is open to the two Phase B
contractor plus any other offeror who can demonstrate the development
of a centrifuge and glovebox design concepts to the depth expected of
a NASA Phase B system study for a major flight hardware project. The
Government's expectations are that only participants in the Phase B
studies will be capable of successfully competing for the Phase C/D
procure ment, however, all responsible sources may submit a proposal
which shall be considered by the agency. Any other potential offeror
desiring to enter the competition must submit documentation in the form
of reports, drawings, block diagrams, review packages, etc., the
necessary and appropriate information demonstrating that hardware
software concepts for the centrifuge and glovebox has been developed.
Also see Note 68. This material will not be used in the evaluation
process, but only to show that the prerequisite work has been
accomplished. This material must be submitted to the Contract
Specialist not later than March 28, 1995. We will examine the material
to determine if it adequately demonstrates the development of a NASA
Phase B system defini tion study for centrifuge and glovebox design
concepts and advise the potential offeror prior to the RFP release. Any
potential contractor wishing to participate in the Phase C/D
competition, should notify the Contract Specialist in writing of its
intent to participate not later than March 28, 1995. The Phase B
Centrifuge Facility contractors are: Lockheed Missiles and Space
Company, Astronautics Division, Sunnyvale, CA (NAS2-13106) and
McDonnell Douglas Space Systems Company, Huntington Beach, CA
(NAS2-13107); subcontractors include Boeing Aircraft Company, Inc.,
Seattle, WA; Honeywell, Glendale, Arizona, and Life Systems, Inc.,
Cleveland, Ohio. The RFP is expected to be issued on or about April 7,
1995 and the planned proposal submission date for Volume I, Mission
Suitability and Volume III, Relevant Experience and Past Performance
and Other Consideration is May 24, 1995; the planned proposal
submission date for Volume II is June 6, 1995. Award of contract should
follow within six months, however, contract performance is contemplated
to start January 1, 1996. Potential subcontractors are invited to
request a source list from this agency. There will not be a
pre-solicitation conference; however, offerors will be invited to
submit initial questions regarding this pro curement by a common
cut-off date so that questions and answers may be provided to all RFP
recipients as soon as possible practicable after RFP publication. The
Request for Proposal will name a substantial list of documents
applicable to the procurement which will be impracticable to
distribute. The Government has provided a library of these documents in
